April 23, 2026 — In a significant boost to Ladakh’s tourism and hospitality sector, Lieutenant Governor Shri Vinai Kumar Saxena has approved a set of comprehensive reforms aimed at deregulating the industry, reducing compliance burdens, and creating a simplified, unified, and investor-friendly registration framework for tourism units across the Union Territory.
The landmark reforms are expected to streamline procedures, attract greater investment, empower local entrepreneurs, and strengthen Ladakh’s position as a premier global tourist destination. They follow extensive consultations held by the Lieutenant Governor with tourism stakeholders and various associations.
The initiative aligns with Prime Minister Narendra Modi’s vision of “Minimum Government, Maximum Governance,” focusing on easing regulatory hurdles while maintaining necessary oversight.

Key Reforms Introduced
Under the new framework, several long-standing procedural complexities have been eliminated:
- Tour Operators: The validity of registration has been extended from one year to five years, removing the need for frequent renewals.
- Unified Category: The earlier requirement of separate registrations for “Adventure Tour Operator” and “Mountaineering Tour Operator,” each requiring an additional fee of ₹3,000, has been scrapped. A single unified category — “Travel Agent” — has been introduced, allowing operators to undertake all permitted tourism activities under one registration.
- Reduced Documentation: The number of documents required for tour operator registration has been reduced from seven to four. Mandatory requirements such as character certificates, fixed bank balance, and educational qualifications have been removed.
- Hotel Registration: The earlier classification of hotels into Category I and Category II (Standard, Deluxe, Luxury) has been discontinued. Now, only two documents are required for a provisional licence (valid for 18 months), while seven documents are needed for a permanent licence valid for five years.
- Homestays: Documentation and procedural barriers have been significantly reduced to encourage local participation and promote community-based tourism, thereby generating livelihood opportunities for residents.
- Other Processes: Procedures such as transfer of registration, cancellation, and change of business name have been simplified with reduced documentation and faster, more transparent approval mechanisms.
These changes are designed to promote digital, time-bound approvals, enhance transparency and accountability, and align with national-level deregulation initiatives.

Speaking on the reforms, Lieutenant Governor Shri Vinai Kumar Saxena said:
“It is a transformative step for the tourism sector in Ladakh by making processes simpler, transparent, and investor-friendly. Reducing compliance burdens and ensuring ease of doing business will empower local stakeholders, attract investment, and significantly enhance Ladakh’s standing as a premier tourist destination. I am confident these reforms will help position Ladakh among the top tourism destinations not only in India but globally.”
Expected Impact
Officials believe the reforms will substantially lower the cost and time of doing business in the tourism sector, encourage new investments, and support local youth and entrepreneurs in setting up tourism-related enterprises. The changes are particularly expected to benefit small and medium tourism units, including homestays, which form a vital part of Ladakh’s tourism economy.
