Naga tribal organisations have alleged the involvement of Kuki militant groups in the killing, but police have not confirmed the identity or affiliation of the attackers.

September 21: A 17-year-old Liangmai Naga youth was shot dead by suspected militants in Manipur’s Tamenglong district on Monday morning, police and local sources said, in the latest killing amid renewed Naga-Kuki violence in the state.
The victim was identified as NK Wiphenbou, son of NK Mahinlakbou and a resident of Takou Naga village, also known locally as Upper Nkou or Nkou Nri, under Tamei subdivision.
According to police-based reports, Wiphenbou was travelling alone towards Tamei town when he was attacked at around 10.30 am on a remote stretch between Upper Takou and Tamah/Malek village. Naga village volunteers later found his body along a narrow roadside path.
Local accounts said villagers heard a burst of gunfire, with some reports putting the number of rounds fired at around 20. However, details of the attack, including the number of assailants and the weapons used, were not immediately available from police.
There are differing accounts of why Wiphenbou was travelling towards Tamei. One report said he was returning to school, while local reports said he was going to the town to purchase essential food items. The circumstances are yet to be independently established.

Kuki militant role alleged
The Working Committee of the Joint Tribes Council Manipur (WC-JTCM) condemned the killing as a “barbaric act of terrorism” and demanded immediate action from the state and Central governments.
Naga organisations and local sources have alleged that cadres belonging to Kuki militant groups were behind the attack, with some reports specifically naming the Kuki Revolutionary Army (KRA), Kuki National Front (P) and Kuki National Front (N). These allegations, however, have not been independently verified or confirmed by police.
Some local reports have also attempted to link the killing to the recent detention and subsequent release of seven Kuki men in Kangpokpi. That connection remains an allegation and has not been established by investigators.
However, some Kuki social media posts have claimed that the youth was a cadre of Naga Army, a militant outfit of the NSCN (I-M).

Killing adds to mounting civilian toll
The killing comes against the backdrop of renewed violence between Naga and Kuki groups in several hill districts since February.
Officials have said more than 40 people have been killed since the clashes began, with Tamenglong, Noney, Kangpokpi, Ukhrul and Kamjong among the affected districts.
The latest killing also follows a series of attacks on Kuki civilians in Tamenglong and neighbouring Noney earlier this month. Kuki organisations have blamed Naga armed groups, including NSCN(IM) and ZUF(K), for some of those attacks, allegations that likewise have not been independently established by police.
The competing allegations have deepened fears among civilians in areas where Naga and Kuki settlements and movement corridors intersect.

Security concerns grow
The Upper Nkou-Tamei road and surrounding areas remain sensitive, with residents expressing concern over the movement of armed groups and the safety of civilians travelling through isolated stretches.
Police have yet to publicly identify those responsible for Wiphenbou’s killing or establish a motive. The investigation is expected to focus on the circumstances of the ambush and the identity of the armed assailants.
The killing has once again raised concerns over the vulnerability of civilians in Manipur’s hill districts, where both Naga and Kuki communities have accused armed groups from the opposing side of targeting civilians.
With allegations continuing to circulate from both sides, establishing responsibility through an impartial investigation remains critical to preventing further retaliatory violence.
