ECI Gives Left-Out Electors Another Chance During Ongoing SIR

As per ECI press release, Booth-wise lists of electors excluded from the draft rolls will be re-displayed at polling stations, panchayat offices and on CEO websites, with options for physical or online submission of forms, including special provisions for those who have shifted within the State.

The ECI has given left-out electors marked ASDD (Absent, Shifted, Dead, Duplicate) one more chance to submit Enumeration Forms and get their names included in the final electoral roll during the ongoing Special Intensive Revision in seven States and UTs.

New Delhi, November 6, 2026: The Election Commission of India (ECI) has directed Chief Electoral Officers of seven States and Union Territories to give electors whose names were left out of the draft electoral rolls during the ongoing Special Intensive Revision (SIR) one more opportunity to get included in the final roll.

In a letter dated November 6, 2026 (No. 23/INST/2025-ERS), addressed to the Chief Electoral Officers of NCT of Delhi, Maharashtra, Haryana, Andhra Pradesh, Jharkhand, Telangana and Nagaland, the ECI said electors who had been issued Enumeration Forms but could not be included in the draft roll because they were marked as ASDD — Absent, Shifted, Dead or Duplicate — will now get a fresh chance.

The directions, signed by the ECI Secretary Pawan Diwan, follow earlier communications on the SIR process. Booth-wise lists of all such left-out electors will be displayed again on notice boards of polling stations, panchayat bhawans, urban local body offices and offices of Block Development Officers and Panchayat Officers. The lists will also be uploaded on the respective Chief Electoral Officer’s website in a readable PDF format, along with the probable reasons for non-inclusion.

The Election Commission of India (ECI) has provided another opportunity to electors categorised as Absent, Shifted, Dead or Duplicate (ASDD), whose names were excluded from the draft electoral rolls during the ongoing Special Intensive Revision (SIR), to get their names included in the final rolls.

Electors on these lists can submit duly filled Enumeration Forms (Annexure-A) to the concerned Electoral Registration Officer (ERO) or Assistant Electoral Registration Officer (AERO) corresponding to their current ordinary residence. Partially filled forms will be generated afresh on the ERO dashboard in ECINET. District Election Officers and EROs have been asked to make all possible efforts, through Booth Level Officers (BLOs), to contact these electors and deliver the forms either physically or through WhatsApp, e-mail or SMS wherever contact details are available. Electors can also download and fill the form on the website or ECINET app by entering the EPIC number that existed before their names were deleted.

The ECI has directed booth Level Officers to coordinate with Booth Level Agents of political parties and make house-to-house efforts, enquire from neighbours, family members and Resident Welfare Associations, and use available contact numbers to establish contact. They will also guide electors on the procedure and modes of submission.

For electors who have not shifted residence, a filled and signed Enumeration Form must be submitted along with a statement (Annexure-B) explaining why the form could not be submitted earlier. Submission can be made physically by the elector or a family member to the ERO, AERO or BLO. An online facility with e-sign will also be available on ECINET.

Electors who have shifted within the State are not required to fill Form-8. Instead, they must submit the Enumeration Form along with a statement (Annexure-C) indicating the new address and Assembly Constituency, along with address proof, to the ERO/AERO of the constituency where they have moved. They can contact the BLO of the new booth for assistance using the “Book a call with BLO” facility on the ECI website or ECINET app. For homeless persons without documents, a field verification report by the BLO will suffice as residence proof.

All forms received, along with the prescribed statements, will be processed by the concerned EROs under Rule 21(1) of the Registration of Electors Rules, 1960, after verification of eligibility, ordinary residence and other particulars, including field verification where required. Accepted forms will be kept separately for inclusion in the final electoral roll of the ongoing SIR. The same EPIC number that existed prior to the SIR will be re-assigned.

Electors who have already submitted Form-6 for fresh enrolment during the SIR need not submit the enumeration form again; their applications will be processed as per the Commission’s clarification of November 3, 2026.

The ECI has directed Chief Electoral Officers and District Election Officers to ensure wide publicity of these measures through social media, national and local language newspapers, official websites, public announcements through loudhailers (especially in areas with homeless persons) and other appropriate means.

The ECI has asked CEOs to issue immediate instructions to all DEOs, EROs, AEROs and BLOs, put in place a monitoring mechanism, and ensure that no eligible elector is deprived of the opportunity while taking due care to avoid duplication. An action-taken report is to be furnished to the Commission at the earliest.

The facilitation measures aim to ensure that genuine electors who were inadvertently left out during the intensive revision process can still be included in the final rolls, subject to fulfilment of eligibility conditions.

POWER CORRIDORS

Former Vice President Venkaiah Naidu commended Power Corridors as a commendable news magazine, affirming that it not only upholds Media Dharma but also fulfills its societal obligations. Power Corridors, as its name implies, delves into realpolitik—examining the essence of influential circles, unraveling the intricacies of political maneuvers, and exploring the pulse of the state’s affairs. However, it transcends mere power dynamics, encompassing a broader spectrum of issues beyond the confines of Delhi’s elite circles.

For PC, which is published by the Interactive Forum on Indian Economy, not only highlights the issues of the day but also throws up what ought to be the subjects that the country should be debating about. It reports about the plans, strategies, and agendas of politicians and others; it also sets the agenda for the nation.
