The shooting involving Tiger Shroff has renewed questions about the reach of the Lawrence Bishnoi network, whose alleged leader remains lodged in Gujarat’s Sabarmati Central Jail under restrictions on his transfer

October 19, 2026: Mumbai Police are investigating a claim by the Lawrence Bishnoi gang that its members were behind Sunday evening’s shooting targeting Bollywood actor Tiger Shroff in Mumbai’s Juhu area. Three men on motorcycles allegedly opened fire near the actor’s location. Shroff escaped bullet injuries, but three people, including his driver and an autorickshaw driver, were injured, according to reports.
Bishnoi gang member Anil Pandit has reportedly claimed that he and his associate Harman Sandhu carried out the attack. Both have previously been linked by investigators to shootings and other criminal cases in Delhi and Punjab. Police sources suspect the incident may have been intended to enhance their standing within the Bishnoi network.
In an earlier incident cited by investigators, alleged gang members opened fire at a gym in west Delhi in June. Pandit subsequently claimed responsibility for the shooting on social media, identifying himself and Sandhu as the perpetrators and alleging that the gym owner had links to actor Salman Khan. These claims are under the scrutiny of investigators.
The latest episode has brought renewed attention to the operations of the alleged criminal network while its purported leader, Lawrence Bishnoi, remains lodged in Gujarat’s Sabarmati Central Jail under restrictions preventing his transfer to another prison.
Transfer restrictions keep Bishnoi in Sabarmati Jail
Bishnoi has been lodged at Sabarmati Central Jail in Ahmedabad. In August 2023, the Union Home Ministry issued an order under Section 268 of the Criminal Procedure Code restricting his removal from the prison. Following the introduction of the new criminal laws, the restriction continued under Section 303 of the Bharatiya Nagarik Suraksha Sanhita (BNSS).
The ministry renewed the order in August 2025 for a third consecutive year. While the restriction remains in force, Bishnoi cannot be physically transferred out of Sabarmati Jail under the order. Investigators and courts can use video conferencing for questioning and proceedings where legally permitted.
The restrictions have complicated efforts by law enforcement agencies in other states to obtain his physical custody for investigations into cases allegedly connected to the gang.
Mumbai Police have previously alleged that Bishnoi communicated with accused persons from inside Sabarmati Jail in connection with the firing outside Salman Khan’s Bandra residence. Officials have said the transfer restriction has hindered their efforts to secure his custody despite investigating his alleged role in the case.

String of attacks linked to Bishnoi network
The alleged Bishnoi network has been linked by Mumbai Police to several high-profile crimes, including the murder of former Maharashtra minister Baba Siddique and a February 2026 shooting outside filmmaker Rohit Shetty’s residence in Juhu.
In the Shetty case, five rounds were reportedly fired while the filmmaker was at home. Police subsequently filed a 1,624-page chargesheet under the Maharashtra Control of Organised Crime Act (MCOCA) against 17 accused. Investigators described the shooting as an attempt by individuals allegedly associated with the gang to establish their supremacy.
The incidents have intensified concerns over the reach of organised criminal networks and their ability to threaten prominent personalities, including actors, filmmakers and other public figures.

US indictment alleges crimes directed from jail
A separate US federal indictment issued in July 2026 alleged that Bishnoi used contraband mobile phones and Voice over Internet Protocol (VoIP) devices from prison to direct criminal activities. It also described an international network allegedly operated with the assistance of associates, including Goldy Brar and Rohit Godara.
According to the indictment, the Lawrence Bishnoi organised crime group was responsible for or connected to several incidents, including the shooting at Salman Khan’s residence, threats against Punjabi actor and singer Gippy Grewal, and the murder of Punjabi singer Sidhu Moosewala, whose real name was Shubhdeep Singh Sidhu.
The indictment stated that acts of violence by members and associates of the organisation frequently targeted prominent cultural, political and business figures in India and diaspora communities abroad.
It also referred to the gang’s public claim of responsibility for ordering and directing Moosewala’s murder. The singer was killed in Mansa district of Punjab on May 29, 2022.
The document additionally referenced the killing of Khalistani separatist Hardeep Singh Nijjar in Canada in 2024. The allegations contained in the US indictment remain subject to the applicable judicial process and should be distinguished from findings established in court.
8 celebrities targeted in firing incidents allegedly linked to the Lawrence Bishnoi gang over the last four years :
• Tiger Shroff (Oct 18, 2026) — Juhu, Mumbai
• Guru Randhawa (June 2026) — Paschim Vihar, Delhi
• Rohit Shetty (Feb 1, 2026) — Juhu, Mumbai
• Kapil Sharma (Oct 15, 2025) — Surrey, Canada
• AP Dhillon (Sept 2024) — Vancouver, Canada
• Salman Khan (Apr 14, 2024) — Bandra, Mumbai
• Gippy Grewal (Nov 25, 2023) — Vancouver, Canada
• Sidhu Moosewala (May 29, 2022) — Mansa, Punjab
Meanwhile, Lawrence Bishnoi remains lodged in Gujarat’s Sabarmati Jail.
The big question is :
– why does a criminal accused in so many serious cases continue to operate through an alleged network? Why isn’t the government doing more to dismantle it?

Tiger Shroff shooting under investigation
The latest claim of responsibility has again raised questions about the alleged network’s ability to operate while Bishnoi remains in a high-security Gujarat prison under a central government transfer restriction.
Mumbai Police are investigating the Juhu shooting, including the identities of the gunmen, the authenticity of the claim attributed to Pandit and Sandhu, and the possible motive behind the attack.
The claim of responsibility does not, by itself, establish who ordered the shooting or whether it was directed by Bishnoi from prison. Investigators will need to establish the alleged perpetrators’ roles and any links to the wider network as the investigation progresses.
