Trump Declares ‘Historic’ Gaza Peace Deal, Hamas to Disarm as Israel Withdraws

Trump has announced what he calls a "historic" agreement for the complete disarmament of Hamas, but Palestinian officials say implementation will be phased and depends on Israel's withdrawal from Gaza.

A Board of Peace official said Hamas would surrender its weapons in stages under international supervision, while Israeli troops would withdraw gradually as security responsibilities shift to a new Palestinian administration.

July 31, 2026: U.S. President Donald Trump has announced that his Board of Peace reached what he called a “historic” agreement for the complete disarmament of Hamas and other armed groups in Gaza, describing it as a critical milestone in his 20-point peace plan. The announcement, made on Truth Social on Thursday, followed talks involving mediators from Egypt, Qatar and Türkiye, though Palestinian officials stressed that implementation would be gradual and contingent on Israel fulfilling its commitments.

In his post, Trump wrote: “This agreement is a critical step towards Gaza finally being governed by a new Palestinian government that will work closely with the Board of Peace to help the Palestinian people. At the same time, Israel will have the security it deserves, with Gaza no longer used as a base for terror attacks.”

He portrayed the agreement as a major success for the Board of Peace, the international body established to oversee Gaza’s post-war governance and the implementation of his peace plan.

According to a Board of Peace official, Hamas and other armed factions would hand over their weapons to a National Committee set to administer Gaza. The process would begin with weapons held by the police, followed by the phased decommissioning of heavy weapons. All military activity in Gaza would cease under the arrangement, while Israeli forces would withdraw gradually as disarmament progresses. An International Stabilization Force, working alongside a new Palestinian police force, would assume responsibility for maintaining security. The official cautioned, however, that the process would be implemented in carefully sequenced stages and was expected to take time to complete.

A senior Hamas figure offered a more qualified assessment. Ghazi Hamad, a member of Hamas’s negotiating delegation, told Al Jazeera: “These negotiations were difficult and hard, and we tried to reach the best possible formula that was achievable.” He stressed that Hamas would not implement any part of the agreement unless Israeli forces fulfilled their obligations. According to Hamad, disarmament is contingent on Israel’s withdrawal from Gaza and meaningful progress on reconstruction in the territory.

There has been no formal response from Israel. Israeli officials familiar with the negotiations have previously expressed skepticism over whether Hamas would fully surrender its arsenal, and earlier reports suggested that Israeli negotiators believed aspects of the proposed framework fell short of their demand for the complete demilitarization of Gaza.

The reported framework envisages reciprocal, independently verified steps over several months. Hamas would relinquish any governing role, with the National Committee for the Administration of Gaza assuming civilian administration and internal security. Weapons collection, the dismantling of tunnels, and the cessation of recruitment and military activity would be carried out in phases, with compliance monitored to ensure neither side advances without the other meeting its commitments.

While Trump hailed the agreement as a breakthrough that would end Gaza’s use as a base for attacks and pave the way for reconstruction, Hamas’s remarks underscored that the deal remains conditional on parallel Israeli actions, particularly the withdrawal of troops and the launch of reconstruction efforts. Further details on implementation timelines, verification mechanisms, and formal confirmation from all parties are expected in the coming days as mediators work to finalize the next phase of the ceasefire process.
