The National Investigation Agency (NIA) is set to conduct a Test Identification Parade (TIP) for Thongminthang Haokip, a cadre of the Kuki National Front-Military Council (KNF-MC), in connection with the killing of two CRPF personnel at Naranseina Maning on April 27, 2024.
The TIP aims to confirm the identity of the suspect based on witness testimony. The NIA presented Haokip before the Special Court of NIA in Manipur, seeking permission to proceed with the TIP. The court approved the request, directing that it be conducted at Rohini Jail in New Delhi under legal procedures.

Haokip, also known as Roger (38), is currently lodged in Rohini Jail. He was arrested on June 6, 2024, at Imphal Airport in connection with a separate case involving a transnational conspiracy by insurgent and terrorist groups to incite violence in Manipur.
Details of the Case:
- Incident: On the night of April 27, 2024, militants equipped with sophisticated weapons and crude ‘pumpy guns’ launched a coordinated attack from hilltop positions near the camp. The assault lasted over two hours, resulting in the deaths of CRPF Sub-Inspector N Sarkar and Head Constable Arup Saini. Two other officers sustained injuries. The valley region of Naranseina, primarily inhabited by the Meitei community, was a flashpoint for violent clashes between Kuki-Zo militants and local defense groups.
- Investigation: The case was handed over to the NIA by the Ministry of Home Affairs in June 2024. Haokip emerged as the prime suspect during the investigation.
- Witnesses: Statements from two witnesses have been recorded, and they have expressed willingness to identify the accused.
The court has directed the NIA to approach the relevant Sessions Judge or Special Court in New Delhi to appoint a Magistrate for the TIP, which must be conducted promptly.

Allegations Against Haokip:
The NIA claims Haokip was involved in attacks on security forces in Manipur and had ties with KNF-B leaders in Myanmar. He allegedly sought logistical support to escalate unrest in the region.
Haokip’s legal counsel has raised no objections to the TIP, provided it adheres to established legal procedures.
