KOHUR has accused the NSCN-IM and ZUF-K of orchestrating the attack and demanded a time-bound, independent investigation into the incident and the alleged role of security personnel.

June 16, 2026: The Kuki Organisation for Human Rights Trust (KOHUR) on Tuesday condemned the attack on the Kuki-Zo village of Leilon Vaiphei in Manipur’s Kangpokpi district, alleging that three youths were seriously injured in a coordinated assault and later faced attempts to obstruct their treatment at the Regional Institute of Medical Sciences (RIMS) in Imphal.
In a statement, KOHUR accused the NSCN-IM and its alleged armed proxy, the Zeliangrong United Front (Kamson) or ZUF-K, of carrying out what it described as a “premeditated act of terror” targeting unarmed civilians.
According to the organisation, the attack began at around 6 a.m. on Monday, June 15, and lasted nearly four hours. Three youths — Genlenmang Vaiphei (18), Lunliandaw Vaiphei (20), and Paogou Lal (18) — sustained serious injuries during the incident. One of the victims remains in critical condition after suffering a bullet wound to the abdomen.
The injured were initially taken to the Army Hospital at Leimakhong before being shifted under heavy central security escort to RIMS, Imphal, for specialised treatment.
KOHUR further alleged that the attack originated from positions near a CRPF bunker at Konsakhul and called for an immediate, impartial inquiry into the circumstances surrounding the incident, including any possible role of security personnel through action or omission.

The organisation also expressed concern over events that unfolded at RIMS. It claimed that a crowd gathered outside the hospital to protest the admission of the injured youths, prompting central security forces to deploy tear gas to prevent the situation from escalating. KOHUR alleged that the All Naga Students’ Association Manipur (ANSAM) opposed the admission of the victims and sought to portray them as armed militants.
“Obstruction of emergency medical treatment to grievously wounded persons on the basis of their ethnic identity is an act of barbarism,” KOHUR said. “It violates the most fundamental principles of medical ethics, the right to life under Article 21 of the Constitution of India, and every norm of international humanitarian law.”
The organisation has demanded the immediate identification, arrest and prosecution of those responsible for the attack; an independent and time-bound probe into the allegations concerning the CRPF post at Konsakhul; uninterrupted medical care and security for the injured youths; action against individuals accused of obstructing their treatment; and enhanced protection for Leilon Vaiphei and other Kuki-Zo villages facing repeated threats.
KOHUR said it has formally brought the matter to the notice of the National Human Rights Commission, the Supreme Court of India and other constitutional and international bodies.
Describing the incident as part of a “relentless and well-documented pattern of aggression” against Kuki-Zo settlements, the organisation asserted that members of the Kuki-Zo community are entitled to safety, dignity and equal protection under the law as citizens of India.
There was no immediate response from the NSCN-IM, ZUF-K or ANSAM to the allegations at the time of filing this report.
