Imphal-Guwahati Bus Service Returns as Kuki-Zo Leaders Capitulate

The reopening of the Imphal-Guwahati route marks a significant shift in Manipur’s conflict landscape, with blockades and restrictions on movement gradually giving way to the state government’s push to restore normal life and inter-state connectivity.

Manipur’s highways are reopening after nearly three years, as the state government moves to dismantle barriers to free movement. The return of public transport through Kuki-Zo and Naga-majority areas could become an important test of whether the fragile peace can translate into everyday normalcy.

After nearly three years of disruption triggered by the ethnic conflict in Manipur, public transport between Imphal and Guwahati resumed on Friday, marking an important sign of restored connectivity and a gradual return to normalcy in the violence-hit state.

The reopening of the route also points to a weakening of the resistance that had prevented the restoration of unrestricted movement in Kuki-Zo-dominated areas. Although there was no formal written order imposing a blanket ban on movement for nearly three years, blockades, threats and the presence of armed groups had effectively made free passage along key highways difficult.

The shift has also come against the backdrop of reported tacit understanding reached btween the Centre and  Kuki-Zo armed groups operating under the Suspension of Operations agreement , as well as changing political dynamics among Kuki-Zo representatives. Deputy Chief Minister Nemcha Kipgen’s alignment with the state government has further altered the political equation, even as the demand for a separate Union Territory has been oput on backburner.

Incidentally, not a single Kuki-Zo MLA, including Deputy Chief Minister Nemcha Kipgen, has raised the demand for a separate Union Territory in recent months. The armed groups, too, have remained conspicuously silent on the demand, suggesting a capitualation before the authorities and a growing willingness to accommodate the Centre and the state government.

With the resistance to reopening the highways appearing to have weakened, the state government has moved to restore movement and transport links as part of its broader effort to normalise life in Manipur. The resumption of the Imphal-Dimapur-Guwahati service is consequently being viewed not merely as a transport development but as evidence of a significant shift in the political and security environment surrounding the conflict.

The Imphal–Dimapur–Guwahati service, which runs along National Highway-2 through Nagaland, had remained suspended since the conflict erupted between the Kuki-Zo and Meitei communities on May 3, 2023. Restrictions, blockades and counter-blockades along the highway had severely disrupted movement, leaving people dependent on longer, more expensive and often uncertain travel routes.

On the first day of the service’s restoration, 125 passengers travelled from Imphal towards Guwahati in two buses and five Winger vehicles. The convoy passed through Kangpokpi, a predominantly Kuki-Zo district, and Senapati, which has a significant Naga population, before continuing into Nagaland and onward to Assam.

The resumption follows Chief Minister Yumnam Khemchand Singh’s announcement during his August 8 visit to Kangpokpi. In the presence of Deputy Chief Minister Nemcha Kipgen and other legislators, Singh said national highways would be opened for free movement of people from all communities and indicated that the inter-state bus service would resume soon.

The reopening of the route is being seen as more than a transport-related development. For residents who need to travel outside Manipur for medical treatment, education, employment, business or family commitments, the service restores a relatively affordable and direct link to neighbouring states.

It also provides a tangible confidence-building measure at a time when the state is attempting to rebuild normal social and economic activity after prolonged violence. The restoration of movement through areas divided by the conflict could help revive passenger and goods traffic while creating greater opportunities for interaction between communities.

The development was welcomed by passengers travelling on the inaugural service. Kiyam Kumarjit Singh of Thoubal district thanked the state government for restoring the route and expressed hope that renewed connectivity would contribute to peace and harmony across communities.

“Let us all forgive and forget the past,” Singh said, reflecting a sentiment echoed by other passengers who described the lifting of movement restrictions as an encouraging step towards a more peaceful future.

The revival of the Imphal-Dimapur-Guwahati link therefore carries a significance that extends beyond the road itself: it is an early indication that some of the physical and social barriers created by the conflict are beginning to come down.
