The ACB alleges that restrictive tender conditions were manipulated by Satyendra Jain and others to favour a specific technology provider and that former DJB CEO Udit Prakash Rai received around ₹1.52 crore through accounts linked to a contractor.

NEW DELHI: Former Delhi minister and Aam Aadmi Party (AAP) leader Satyendar Kumar Jain was among six people arrested by the Anti-Corruption Branch (ACB) on Tuesday in an alleged corruption case involving manipulation of Delhi Jal Board (DJB) tender processes for the upgradation and augmentation of sewage treatment plants (STPs).
Jain, who served as Delhi’s Water Minister and was also chairman of the DJB, was arrested in connection with FIR No. 10/2024 registered on May 11, 2024, under provisions of the Prevention of Corruption Act and the Indian Penal Code. The case relates to alleged criminal conspiracy, manipulation of tender conditions and other irregularities in the award of STP-related contracts.
The ACB said its investigation found that certain restrictive technical specifications were allegedly introduced or altered to favour a particular technology provider, M/s Euroteck Environment Pvt. Ltd.
The six people arrested are Jain; former DJB CEO Udit Prakash Rai, an IAS officer; former contractual DJB consultant Ankit Srivastava; Nagendra Yadav, proprietor of M/s AN Enterprises; Raja Kumar Kurra, owner of M/s Euroteck Environment Pvt. Ltd.; and Pankaj Verma, proprietor of M/s Srijanhar.
According to the ACB, the investigation has also uncovered an alleged bribe payment of around ₹1.52 crore to Rai and his relatives through bank accounts. The agency said the money was allegedly routed from M/s AN Enterprises and was subsequently used for the purchase of immovable property.
The ACB is now tracing the complete money trail, examining the alleged proceeds of crime and assessing the financial impact of the alleged irregularities on the public exchequer.

The case follows separate action by the Enforcement Directorate (ED), which filed a chargesheet in late 2025 against Jain and 13 others under the Prevention of Money Laundering Act in a related DJB case. The ED had alleged corruption in the award of four STP tenders and estimated the proceeds of crime at around ₹17.70 crore.
The projects under investigation involved STP works at Pappan Kalan, Nilothi, Najafgarh, Keshopur, Coronation Pillar, Narela, Rohini and Kondli.
Jain, who has also held the Health portfolio and other ministerial responsibilities in the previous AAP government in Delhi, had earlier spent around 18 months in custody in a separate money-laundering case before being granted bail in October 2024.
The ACB said the six accused were interrogated before being arrested on the basis of material collected during the investigation. The probe into the alleged tender manipulation, money trail and financial losses is continuing.
