46 Militants Surrender in Imphal, Hand Over Weapons

Forty-six cadres of the banned KCP-Taibanganba Group, including four women, surrendered to the Manipur government, handing over 20 weapons and 216 rounds of ammunition in a major step towards rehabilitation.

The surrendered cadres laid down INSAS rifles, an RPG, mortar, pistols and other firearms during a Homecoming Ceremony in Imphal, days after the government announced a 15-day window for the voluntary surrender of illegal weapons.

August 18, 2026: Forty-six cadres of the banned Kangleipak Communist Party-Taibanganba Group (KCP-T), including four women, laid down their arms before the Manipur government on Tuesday, in a significant move towards abandoning insurgency and returning to civilian life.

The cadres formally surrendered at a “Homecoming Ceremony” held at the 1st Manipur Rifles Parade Ground in Imphal. Chief Minister Yumnam Khemchand Singh, Deputy Chief Minister Losii Dikho, Art, Culture and Tourism Minister Khuraijam Loken Singh, several MLAs, the Security Advisor, DGP Mukesh Singh and senior officials of the state administration, police and central security forces attended the event.

The surrender was formalised through an agreement signed by KCP-T chairman Haobijam Dilip alias Taibanganba and Joint Secretary (Home) Dr Mayengbam Veto Singh on behalf of the government.

The former cadres handed over 20 weapons, including INSAS rifles, an M22 rifle, an RPG, a Lathod 40 mm, a Smith & Wesson .38 revolver, a 51 mm mortar, an SLR, a Mauser 9 mm pistol and a CZ-75 Luger, besides other firearms. The cache also included 216 rounds of ammunition, communication equipment and hand-held radio sets.

Addressing the gathering, Chief Minister Khemchand said the prolonged unrest that erupted in Manipur on May 3, 2023, could have driven some people towards armed groups. Welcoming the decision to give up violence, he said weapons had failed to bring peace to the state.

He assured the surrendered cadres that they would receive assistance under the Revised Surrender-cum-Rehabilitation Policy, 2018. Eligible cadres are entitled to a monthly stipend of up to ₹6,000 for 36 months and a fixed-deposit grant of ₹4 lakh.

The government will also facilitate vocational and skill-development programmes to help the former cadres secure employment and establish sustainable livelihoods.

DGP Mukesh Singh said the surrender marked the cadres’ decision to return to their families, communities and responsibilities as citizens. He stressed that the credibility of the move would ultimately be determined by their conduct after reintegration rather than by the ceremony itself.

“Manipur Police will continue to discharge its constitutional duties with firmness,” he said, adding that those who genuinely renounce violence and seek to return to mainstream society would be supported through the prescribed surrender, verification and rehabilitation process.

The surrender comes days after Chief Minister Khemchand announced on August 12 a 15-day window for the voluntary surrender of illegal weapons. The government has described the initiative as part of its wider effort to recover arms, curb violence and create conditions for the restoration of normalcy in Manipur.
