Doctors Condemn Security Action: The Churachandpur Doctors’ Association condemned alleged firing, security excesses and vandalism at PC Nursing Home, saying hospitals should be places of “solace” rather than fear.

August 16: Central security forces allegedly entered a private nursing home in Manipur’s Churachandpur district on the night of August 15, attempted to remove a patient and fired live ammunition inside the facility after attendants resisted, according to the Kuki Students’ Organisation (KSO), Churachandpur, and the Churachandpur Doctors’ Association.
The alleged incident took place at PC Nursing Home in S. Canaan Veng, Tuibong, in the Kuki-Zo-majority hill district, also locally known as Lamka.
In a statement issued on August 15, the KSO said it was “bewildered and anguished” by the alleged actions of Central Security Forces at the healthcare facility.
According to the organisation, security personnel “stormed the hospital, where many critical patients were under treatment, and attempted to abduct one patient”. When bystanders and attendants intervened on humanitarian grounds, the forces allegedly “resorted to firing a few rounds of live ammunition inside the hospital”.
The KSO said the incident left critical patients and attendants traumatised and caused mental and physical distress. It condemned the alleged action and demanded an explanation from the security forces as to why such an operation was carried out inside a facility treating critically ill patients.
The organisation also appealed to all sides to respect and maintain the sanctity of hospitals and clinics, warning that failure to do so would lead to further agitation. Comments attributed to the KSO general secretary on the incident were also carried by ANI.
The Churachandpur Doctors’ Association issued a separate statement on August 16, condemning what it described as “security excesses”, the firing of a live bullet inside a clinic and vandalism of hospital property at PC Nursing Home.
The association said security forces were regarded as protectors of the community, including within hospitals, while healthcare facilities were intended to provide “solace to ailing persons and not a place of fear psychosis”.
Describing the alleged actions as “barbaric”, “truly condemnable and uncalled for”, the doctors urged security personnel to exercise restraint while carrying out their public duties.

The association also called on the district administration to investigate the incident and take appropriate measures to prevent similar incidents in the future.
There was, however, no immediate independent confirmation of the alleged firing as of August 16. Details regarding possible injuries caused by the gunfire, the extent of the alleged damage to hospital property, and the fate of the patient the forces reportedly sought to remove remained unclear.

There was also no immediate public clarification from the Central Security Forces, Manipur Police or the Churachandpur district administration on the purpose of the operation, the identity or status of the patient, or the allegation that live ammunition was fired inside the nursing home.
The allegations come amid the prolonged ethnic conflict in Manipur, which erupted in May 2023 primarily between the Meitei and Kuki-Zo communities. Churachandpur has remained a key centre of Kuki-Zo presence and has witnessed periodic security operations during the conflict.
Healthcare facilities have also emerged as sensitive spaces amid the continuing tensions. The alleged use of live ammunition inside a medical facility has drawn strong criticism from local student and medical organisations, which said hospitals and clinics must remain protected spaces for patients and healthcare workers.
Further official statements, an investigation or independent reporting would be required to establish the circumstances surrounding the incident, including the reason for the operation and whether live rounds were fired inside the nursing home as alleged.
