Ladakh Celebrates 7 Years as UT with Grand Festivities

The Lieutenant Governor said Ladakh has witnessed significant progress after becoming a Union Territory, with expanded road connectivity, near-universal tap water coverage, improved healthcare, renewable energy initiatives and a surge in tourism infrastructure.

Ladakh celebrated its seventh Union Territory Foundation Day with the dPal rNgam Duston 2026 festival, where Lieutenant Governor Vinai Kumar Saxena highlighted the region’s transformation in governance, infrastructure and public services since 2019.

August 5: Ladakh celebrated the seventh anniversary of its Union Territory status with the dPal rNgam Duston 2026 festival at the historic Leh Palace, where Lieutenant Governor Vinai Kumar Saxena highlighted the region’s transformation since 2019, describing the journey as one of “inclusive growth, resilience and sustainable development.”

Addressing the Foundation Day celebrations, the Lieutenant Governor congratulated the people of Ladakh and said the creation of the Union Territory fulfilled a long-standing aspiration under the leadership of Prime Minister Narendra Modi and Union Home Minister Amit Shah.

Calling August 5 a landmark date in Ladakh’s history, Saxena said the annual dPal rNgam Duston festival had evolved into a celebration of the region’s identity, culture and unity while reflecting the aspirations of its people.

“The journey of Ladakh as a Union Territory has been one of transformation, resilience and collective progress. Our endeavour has been to build an inclusive, sustainable and future-ready Ladakh while preserving its unique cultural identity and fragile ecology,” he said.

The Lieutenant Governor said the administration remained committed to creating a prosperous, peaceful and self-reliant Ladakh that offers equal opportunities to all citizens while contributing to the national vision of Viksit Bharat 2047.

Infrastructure and Governance Expansion

Highlighting the progress achieved over the past seven years, Saxena said the UT administration had focused on decentralised governance, improved public services and sustainable infrastructure.

He noted that the number of administrative districts had increased from two in 2019 to seven, while tehsils expanded from 15 to 32.

The region’s road network has more than doubled from 1,799 kilometres to 4,063 kilometres, and the number of bridges has risen from 19 to 72.

Travel connectivity has also improved significantly. The annual closure of the strategically important Zoji La road has reduced from 127 days to just 16 days, while the Kargil-Zanskar road, once inaccessible for 154 days annually, now remains closed for only 11 days.

Air connectivity has been strengthened with the number of helipads increasing from seven to 41.

Improvements in Basic Services

The Lieutenant Governor said every sector had witnessed rapid expansion since Ladakh became a Union Territory.

The number of villages connected to the electricity grid has increased from 145 to 185, while off-grid solar power capacity has nearly doubled from 3,972 kWh to 7,735 kWh.

One of the most significant achievements, he said, was the expansion of piped drinking water. Functional Household Tap Connections have surged from 3.5 per cent in 2019 to 99 per cent.

Healthcare infrastructure has also expanded substantially, with hospital bed capacity increasing from 824 to 1,554.

Telecommunications have improved through the installation of additional mobile towers, whose number has risen from 344 to 653.

Tourism infrastructure has witnessed remarkable growth as well, with registered homestays increasing from 158 to 2,275, creating new livelihood opportunities for local communities.

The administration has also promoted protected farming, establishing 4,400 greenhouses, compared to none before Union Territory status.

Focus on Sustainable Development

Saxena said Ladakh had emerged as a national model for environmentally sustainable development.

He highlighted the administration’s decision to prohibit chemical fertilisers with the goal of making Ladakh India’s largest certified organic region.

Other major initiatives include Project Him Sarovar for water conservation, the Green Ladakh Campaign, restoration of degraded landscapes and expansion of renewable energy through solar and geothermal projects.

dPal rNgam Awards Announced

On the occasion, the Lieutenant Governor announced the dPal rNgam Award 2026 for His Holiness Gyalwang Drukpa Rinpoche, recognising his contributions to spiritual leadership, humanitarian work and the preservation of Ladakh’s cultural heritage.

He also announced the dPal rNgam Lifetime Achievement Award 2026 posthumously for Late Colonel Sonam Wangchuk, Maha Vir Chakra, honouring his exceptional courage, distinguished military service and lasting contribution to the nation.

The celebrations concluded with cultural performances showcasing Ladakh’s rich traditions, underscoring the region’s efforts to balance rapid development with the preservation of its unique heritage and fragile Himalayan ecosystem.
