The Kuki CSO Working Committee alleges coordinated attacks on Kuki villages in Ukhrul District and Kamjong District, claiming the violence is aimed at altering local demographics and threatening the fragile peace process.

April 28, 2026 — The Kuki CSO Working Committee in Ukhrul has submitted an urgent memorandum to Prime Minister Narendra Modi and Union Home Minister Amit Shah, raising alarm over what it describes as a “systematic armed offensive” against Kuki villages in Manipur’s hill districts.
Addressed also to Ajit Lal, the Northeast Adviser to the Ministry of Home Affairs and interlocutor for political dialogue with Kuki groups, the memorandum alleges that militants linked to the NSCN (Tangkhul) faction, in coordination with Meitei armed elements, are targeting small and scattered Kuki settlements in Ukhrul District and Kamjong District.
The Committee claims the attacks are aimed at altering demographic patterns in the region and pose a direct threat to the fragile peace process. It further alleges that recent violence escalated from a local altercation in Litan, which was subsequently amplified into wider communal unrest.

According to the memorandum, several Kuki houses in Litan were burned, and there have been repeated incidents of firing and targeted assaults on villages over the past month. The group also cited the killing of two Kuki labourers — Thenkhogin Baite and Thangboimang Lunkim — who were reportedly working on a village water supply line when they were shot dead.

The Kuki CSO Working Committee has accused the state administration of failing to contain the situation despite the presence of security forces. It has called for immediate intervention by the Centre, enhanced security deployment, and an expedited political dialogue with Kuki groups under the Suspension of Operations (SoO) framework.
The memorandum warns that continued inaction could further destabilise the region and undermine ongoing peace efforts in Manipur, urging the Centre to take “swift and decisive steps” to restore normalcy and protect vulnerable communities.
