From Delhi to the Andamans, the May 7 civil defense exercises will involve coordination between military, civilian, and emergency services, with active civilian participation in schools, hospitals, and local administrations.

New Delhi, May 5, 2025 – In preparation for a potential military offensive against Pakistan, India will conduct extensive civil defense mock drills across all states and union territories on May 7, 2025. The Ministry of Home Affairs (MHA) issued the directive in response to escalating tensions following the deadly terror attack in Pahalgam on April 22, which claimed 26 lives. These exercises—unprecedented since the 1971 Indo-Pak war—are designed to enhance nationwide readiness for wartime contingencies, including air raids, cyberattacks, and cross-border incursions.

Nationwide Scope and Objectives
The drills will involve coordinated efforts across urban centers like Delhi, Mumbai, and Bengaluru, border states such as Jammu and Kashmir, Punjab, Rajasthan, and Gujarat, and strategic regions like the Andaman and Nicobar Islands. According to MHA guidelines, the exercises will test air raid siren systems, civilian evacuation protocols, blackout procedures, and emergency response coordination involving the Indian Army, Air Force, Navy, National Disaster Response Force (NDRF), police, and fire services.

A senior MHA official stated, “The objective is to ensure seamless coordination between military and civilian agencies while preparing citizens for emergencies. These drills are a precautionary measure to strengthen national security.” The exercises will also showcase indigenous technologies, including drone surveillance and cyber defense systems, developed by the Defence Research and Development Organisation (DRDO).
Geopolitical Trigger
The drills come amid escalating tensions with Pakistan, fueled by the recent Pahalgam attack and increased ceasefire violations along the Line of Control (LoC). On the night of May 4-5, Pakistani forces initiated unprovoked firing in multiple sectors of Jammu and Kashmir, prompting a measured response from the Indian Army. Prime Minister Narendra Modi, addressing the nation, vowed a “befitting reply” to those responsible for the attack, underscoring the government’s resolve to counter terrorism.

The exercises also reflect India’s broader strategic concerns, including potential threats from China in the Indo-Pacific and the need to assert its regional influence. Analysts suggest the drills are a signal to adversaries that India is prepared to defend its sovereignty under any circumstances.
Civilian and Local Involvement
A key feature of the May 7 drills is the active participation of civilians. Schools, hospitals, and local administrations will rehearse evacuation plans, medical response protocols, and logistics support. In border areas like Poonch, teachers are training students to take cover during shelling, while urban centers will test traffic management during mock evacuations. The MHA has urged states to issue public advisories to avoid panic, as siren tests and temporary restrictions may disrupt daily activities.
In Himachal Pradesh, Additional Chief Secretary (Home) Onkar Sharma confirmed that the state would activate air raid sirens at 10:30 a.m. and 11:00 a.m. on May 7, with residents advised to remain calm. Similar preparations are underway in Rajasthan, Gujarat, and Uttar Pradesh, where mock refugee camps will simulate support for displaced populations.
Challenges and Public Reaction
While the drills aim to enhance preparedness, logistical challenges persist. Past exercises have exposed gaps in coordination between central and state agencies, particularly in rural areas with limited infrastructure. The MHA has emphasized that lessons from the May 7 drills will inform future strategies to address these shortcomings.
Public sentiment, as reflected in posts on X, is mixed. Some users expressed support, with hashtags like #IndiaStrong trending, while others voiced concerns about the possibility of escalation, referencing #IndiaPakistanWar. The government has reiterated that the drills are routine and not tied to an immediate threat, aiming to reassure citizens while deterring potential aggressors.

The timing of the drills highlights national security’s prominence in India’s political landscape. The exercises are expected to shape defense policies and public discourse in the coming months, reinforcing India’s commitment to a robust security framework.
