New Delhi, July 24, 2026:: Prime Minister Narendra Modi on Thursday night assured students that the Centre would take another major step to combat examination paper leaks, saying fresh action would be announced on Friday as nationwide outrage over alleged irregularities continued to mount.
In a video message posted on X, the Prime Minister acknowledged the anguish caused by paper leak scandals, describing them as a grave injustice to lakhs of students who spend years preparing for competitive examinations. The address marked his second statement on the issue within hours, underscoring the government’s attempt to reassure students amid continuing protests in the national capital.
“Friends, I know that paper leak is not an ordinary issue. It is very painful for lakhs of students and their families. That is why many steps have been taken in the last two and a half months,” Modi said.
“The culprits have been caught and are in jail. Our most important responsibility was to ensure that students do not waste even a single year. It was very important to conduct the examinations immediately,” he added.
Without revealing the details of the next measure, Modi said the government would take another significant decision on Friday, signalling that further reforms were on the way to strengthen the integrity of public examinations.

Earlier in the day, the Prime Minister had announced the creation of fast-track courts to ensure the speedy trial of those accused in paper leak cases, asserting that “nothing is more important than the welfare and future of our youth.” He said the government had directed all concerned authorities to take necessary steps to ensure swift and stringent punishment for offenders.
In a significant judicial development later on Thursday, the Delhi High Court designated a special fast-track court at the Rouse Avenue Courts to exclusively hear criminal cases related to paper leaks and the use of unfair means in public examinations. District Judge Anu Grover Baliga has been appointed as the Special Judge to preside over the court, which is expected to expedite trials involving examination fraud and recruitment scams.

The Centre has maintained that several accused linked to recent paper leak cases have already been arrested and that the immediate priority was to reschedule affected examinations so that students did not lose an academic year. Officials have also indicated that additional legal and administrative measures are being considered to prevent future leaks and restore confidence in the examination system.
The Prime Minister’s remarks came against the backdrop of sustained demonstrations led by the Cockroach Janta Party (CJP) and students at Jantar Mantar, where protesters have been demanding stricter accountability for examination irregularities, stronger safeguards against paper leaks, and action against those responsible. The protests have emerged as one of the biggest youth movements in recent years, keeping pressure on the government to deliver both institutional reforms and swift justice.
