In what appears to be an attempt to derail efforts by Governor Ajay Bhalal to restore peace through arms surrenders and stakeholder dialogues, suspected Kuki militants opened fire on a group of devotees performing the Nongma Panba ritual at Kongba Maru Laipham (Temple) under Sagolmang Police Station, Imphal East.
The attack, which occurred around 9:45 AM today, caused panic among attendees gathered for the sacred ritual. Security forces responded swiftly, launching a search operation that led to the arrest of four militants linked to the Kuki National Front (Presidential) [KNF-P].
The Nongma Panba Ritual: A Symbol of Meitei Tradition
The Nongma Panba ritual is an important part of Meitei religious and cultural heritage, observed on the first day of the lunar month Lamta. It marks a time of spiritual renewal and purification, with devotees gathering at sacred sites like Kongba Maru Laipham to offer prayers and perform rituals for prosperity and protection. Despite the historical tensions in Manipur, this ritual has remained a steadfast part of Meitei identity.

Gunfire Disrupts Sacred Ceremony
According to a report from Imphal Times, militants suspected to be from Kuki insurgent groups opened fire from a nearby hilltop, aiming to disrupt the ritual. Witnesses also reported that the attackers shouted slurs and abusive remarks, escalating tensions. However, in a display of resilience, the local priest and devotees continued the ritual despite the threats.

Security Forces Respond, Arrest Four Militants
A combined team of Manipur Police and CRPF, led by the Additional SP (Law and Order), was already present at the site and swiftly retaliated against the attack. Following an intensive search operation, four suspected militants belonging to the Kuki National Front (Presidential) [KNF-P], a faction under the United People’s Front (UPF), were arrested.
The arrested individuals have been identified as:
- Lungousem Kipgen (29) – Son of Seikhohao Kipgen, Phaijol Village, Kangchup, Kangpokpi District
- Letminlal Kipgen (25) – Ebenezer Village
- Satminlun Tuboi (24) – Son of Letmang Tuboi
- Thanggoulun Kilong (27) – Son of Sonkhothang Kilong, Luwangsanggol Village
During interrogation, the suspects admitted their affiliation with KNF-P, stating they were operating under the command of Gogou Kipgen alias Jamin.

The Militant Presence in Kangpokpi and Ongoing Tensions
Manipur’s Kangpokpi district, where the arrested militants originate from, is a stronghold of the Kuki-Zo community and has been a key center of ethnic and insurgent conflicts. Several Kuki-Zo militant groups, including KNF-P, Kuki National Army (KNA), and Zomi Revolutionary Army (ZRA), have engaged in armed movements, demanding greater autonomy for their community.
Many of these groups have signed a Suspension of Operations (SoO) agreement with the Indian government, which restricts military action against them. However, frequent clashes, targeted attacks, and ambushes indicate that the security situation remains fragile.
Escalating Violence and the Struggle for Stability
The attack on a Meitei religious ceremony highlights the worsening security crisis in Manipur. With recent surrenders by Arambai Tenggol and the Village Defence Force, there is growing concern that other insurgent groups may retaliate to assert dominance. The government has intensified counter-insurgency operations, with heightened patrols and search missions in volatile regions.
Security forces remain deployed in the area, aiming to prevent further escalations, while local communities struggle to preserve their traditions amid persistent threats of violence.
