Prime Minister Narendra Modi on Sunday vowed the “toughest” punishment for terrorists and their backers, assuring the families of the Pahalgam attack victims that “justice will be served.”
Speaking during the 121st episode of his radio programme Mann Ki Baat, PM Modi condemned the attack as a desperate attempt to derail Kashmir’s progress, citing the region’s recent surge in tourism and youth opportunities as a symbol of unprecedented growth.
“I assure the victims’ families that they will receive justice. The conspirators and perpetrators of this attack will face the toughest response,” he said.

The Prime Minister described the Pahalgam attack as a reflection of the frustration felt by those who “patronise terrorism,” calling it part of a “big conspiracy” to destroy Kashmir’s hard-won peace. “At a time when peace was returning to Kashmir, the enemies of the nation and Jammu & Kashmir could not tolerate it. That is why such a conspiracy was hatched. In this war against terrorism, the unity of the nation is our greatest strength,” Modi added.

Highlighting international solidarity, PM Modi said several world leaders had personally reached out to him to condemn the attack and express support for India. “Global leaders have called me, written letters, sent messages. Everyone has strongly condemned this heinous terrorist attack. The entire world stands with the 1.4 billion Indians in our fight against terrorism,” he said.
Addressing a public rally later in Bihar’s Madhubani district, PM Modi, reacting publicly for the first time to the attack, pledged that the perpetrators would face consequences beyond their imagination. “From the soil of Bihar, I tell the world: India will identify, trace, and punish every terrorist and their backers. We will pursue them to the ends of the Earth. India’s spirit will never be broken by terrorism,” he declared.
The Resistance Front (TRF), a proxy group of the banned Pakistan-based Lashkar-e-Taiba (LeT), has claimed responsibility for the attack. In response, India announced a series of strong diplomatic measures against Pakistan, including suspending the Indus Waters Treaty, shutting down the Integrated Check Post (ICP) at Attari, suspending visas for Pakistani nationals, and scaling down staff at the Pakistani High Commission in New Delhi.
