New Delhi, July 4, 2025 – In a landmark administrative decision aimed at addressing long-standing stagnation in service ranks, Delhi Lieutenant Governor V.K. Saxena has approved the promotion of 618 employees from the Delhi Subordinate Services (DSS) and Steno Cadre. The move, effective from June 28, 2025, was facilitated by a special relaxation in service rules and is expected to significantly boost staff morale and efficiency within the Government of the National Capital Territory of Delhi (GNCTD).
This unprecedented intervention by the LG comes after repeated appeals by staff unions and internal reviews that flagged widespread demotivation among eligible employees due to delayed career progression.

404 Grade-II DSS (Group-B Non-Gazetted) officials have been promoted to Grade-I DSS (Group-B Gazetted). The breakdown includes:
308 from the Unreserved (UR) category
62 from the Scheduled Caste (SC) category
22 Scheduled Tribe (ST) officials
12 Persons with Disabilities (PwD)
57 Personal Assistants (Group-B Non-Gazetted) have moved up to Private Secretary (Group-B Gazetted):

157 Stenographers Grade-III (Group-C Non-Gazetted) have been elevated to Personal Assistants (Group-B Non-Gazetted):

Relaxation in Rules to Break the Bottleneck
Ordinarily, these employees were due for promotion on January 1, 2026. However, LG Saxena, in a proactive move, sought enabling provisions to relax the minimum qualifying period of service. He endorsed the Services Department’s proposal and instructed them to consult the Union Public Service Commission (UPSC), thereby expediting the entire process by over six months.

“This decision is in keeping with the LG’s consistent stance that government employees are assets to public service and must be encouraged to deliver with full dedication. Removing administrative bottlenecks in timely promotions is key to keeping the workforce motivated,” said an official in the Services Department.
The LG has reiterated his view at multiple forums that career progression is crucial to maintaining the productivity and morale of civil servants, especially those serving the public at administrative and clerical levels.
The Services Department expressed confidence that this timely promotion exercise will lead to enhanced efficiency and a renewed sense of purpose among officials, particularly in departments that interface directly with the public.
