According to a report by the Comptroller and Auditor General (CAG), the excise policy of 2021–2022 caused the Delhi government to lose more than Rs 2,000 crore in total.
Chief Minister Rekha Gupta presented the CAG report, “Performance Audit on Regulation and Supply of Liquor in Delhi,” to the Delhi Legislative Assembly on Tuesday.
The research pointed out a number of problems with the policy’s conception and implementation, such as poor policy frameworks, poor planning, and notable implementation errors.
Numerous infractions in areas like quality control, licensing, pricing, and enforcement were also found throughout the assessment. It emphasizes that responsibility for these errors must be determined and draws attention to the fact that choices were made without the appropriate consent of the relevant authorities.

The Delhi government suffered losses from a number of sources, the CAG audit stated. The largest loss, estimated at Rs 941.53 crore, was from the inability to secure timely permits for the establishment of liquor vending machines in “non-conforming municipal wards.”
Zones that do not adhere to the land use rules necessary for the installation of liquor vending machines are known as non-conforming areas.
