September 30: In an extraordinary attempt to influence American public opinion, Iran’s Islamic Revolutionary Guard Corps (IRGC) has issued a direct appeal to US voters, urging them to reject President Donald Trump’s war policies and demand an end to the conflict with Iran.
Just weeks before the US midterm elections, the IRGC released a 25-page open letter calling on Americans to break with what it described as “corrupt politicians,” oppose continued military intervention and pressure Washington to end its support for Israel. The Iranian force argues that the US military campaign has failed and that a fundamental change in Washington’s policy toward Tehran is both possible and necessary.
Released seven months into the conflict involving the United States, Israel and Iran, the letter carefully distinguishes between the American public and the US government. It argues that ordinary Americans and Iranians share the burden of wars pursued by political leaders, particularly through taxation and economic hardship.
The IRGC’s message was reinforced at a news conference in Tehran on Tuesday by its spokesman, Gen. Hossein Mohebbi. He said the only way to end the war was for Washington to acknowledge defeat and withdraw, while urging Americans to put pressure on the Trump administration.
Mohebbi acknowledged that the letter might have little impact on the administration itself, but said he hoped American voters would pay attention.

Challenging Washington’s case for war
A substantial part of the letter challenges Trump’s stated justification for military action, particularly the argument that Iran’s nuclear programme posed an imminent threat.
Tehran has consistently denied seeking nuclear weapons, maintaining that its uranium-enrichment programme is intended for civilian purposes. “The enemy knows that Iran is not after nuclear weapons,” Mohebbi said, echoing the letter’s contention that the nuclear issue has been used as a pretext for broader strategic and economic objectives.
The IRGC also argues that Washington and Israel have repeatedly altered their objectives after failing to achieve earlier goals, including regime change and the fragmentation of Iran. It lists among the alleged aims forcing Iran’s unconditional surrender, dismantling its nuclear and missile capabilities and gaining control of the Strait of Hormuz.
The letter portrays Iran as having emerged victorious from the conflict. It claims that thousands of US and Israeli strikes caused extensive damage to Iranian infrastructure but failed to achieve their objectives, while Iranian forces inflicted substantial losses on American military assets and bases in the region.
These assertions are central to the IRGC’s argument that Washington’s military strategy has produced a strategic setback rather than the outcome it sought.
Hormuz and the “Death to America” slogan
The Strait of Hormuz receives particular attention in the letter. Mohebbi rejected US assertions that Iran had lost its ability to influence the strategic waterway, arguing that a reduction in shipping does not amount to unrestricted passage. Oil exports, meanwhile, have recovered significantly from their lowest levels during the conflict.
The IRGC also offered its interpretation of Iran’s long-standing “Death to America” slogan, insisting that it is directed at the US political leadership rather than the American people.
“‘Death to America’ is a prayer for the eradication of the diabolical ruling elite whose seat of power is the White House,” the letter says.
Throughout the document, the IRGC contrasts ordinary American taxpayers, who ultimately finance military operations, with political leaders who decide when and where wars are fought. It calls on voters to question the continuation of the conflict and warns of greater consequences if the confrontation persists.
An old propaganda tactic in a new form
The direct appeal to an adversary’s population has echoes of Cold War-era information campaigns, including the broadcasts of “Hanoi Hannah” during the Vietnam War, which sought to undermine American morale and encourage opposition to the conflict.
Since the war began, Tehran has also used state media, online networks, memes, short-form videos and AI-generated content to reach Western audiences. The IRGC’s open letter represents a more formal version of that strategy: an effort to bypass Washington and address American voters directly at a politically sensitive moment.
The central message is that the war is not an unavoidable confrontation between two nations but the result of political choices that American citizens can challenge. By invoking the approaching midterm elections, the IRGC is attempting to turn those choices into a domestic political issue for the United States.
The appeal comes as Iran itself faces mounting economic pressure. On Tuesday, the Iranian rial fell to a new record low, with traders in Tehran reportedly exchanging more than 2.5 million rials for one US dollar. The currency’s collapse offers a stark counterpoint to the IRGC’s projection of military strength and underscores the economic costs of the conflict inside Iran.
