But because the third terrorist has taken up residence in a nearby temple in the community, things are still tense. The terrorist is restricted and unable to flee because the area has been blocked off by the military. When a terrorist is present in a house of worship, the operation becomes more difficult since the security personnel must eliminate the threat without endangering the lives of civilians or causing damage to the precious site.
