Mockery of Governance in Manipur: Naga Body Issues Eviction Dictat After Killing of Kuki Men

March 12, 2026: The ongoing ethnic tensions in Manipur have taken a disturbing new turn, exposing what critics describe as a troubling erosion of governance and the rule of law in the state’s hill districts. On March 12, 2026, even as authorities and local communities were attempting to recover and identify the bodies of two Kuki civilians—Thengin Baite from Thawai Kuki village and Thangboimang Khongsai from Shangkai village—who were allegedly abducted and killed, a group claiming to represent Naga youth issued a controversial ultimatum to residents of Shangkai village.

The document, reportedly issued by a group identifying itself as “Khanunithot-Khon” (translated as “Voice of the Naga Youth”) and dated March 12, 2026, is titled “Ultimatum: Notice to Vacate Shangkai Village.” Addressed to residents of Shangkai—a Kuki-inhabited village in Ukhrul district—the notice accuses villagers of committing “repeated atrocities against civilians” and alleges that their presence on the land exists “at the discretion and mercy of the landowners,” implying ancestral claims by Naga communities. The document describes the villagers’ presence as a “privilege, not a right,” and demands that they vacate the settlement with immediate effect. It warns that failure to comply could invite “necessary measures” and “consequences,” language widely interpreted as a threat of possible violence.

The ultimatum also refers to the alleged “kidnapping and keeping hostage of 21 innocent Naga civilians,” a reference to an incident that occurred a day earlier. On March 11, tensions in Ukhrul district escalated following reports of a gunfight near the Thoyee Hills or Mapithel range involving armed groups. During the same period, two Kuki men—reportedly engaged in community work such as repairing a water pipeline—were allegedly abducted by suspected Tangkhul Naga volunteers or armed elements. Their bodies were later discovered in a forested area on March 12.

In response to the alleged abduction, Kuki groups in Shangkai village, located along the Imphal–Ukhrul road (NH-202), reportedly detained around 21 Tangkhul Naga civilians who were travelling through the area. The Tangkhul Naga Long (TNL), a prominent community body, issued a brief ultimatum demanding their release. Following negotiations involving local civil organisations and state authorities, the detained individuals—including women, children, and elderly passengers—were released early on March 12.

Hours later, the bodies of the two Kuki men were recovered, triggering outrage among Kuki community groups, who accused armed elements linked to Tangkhul militants or insurgent factions of carrying out the killings. Amid this tense atmosphere and ongoing recovery efforts, the “Khanunithot-Khon” ultimatum surfaced, demanding that the residents of Shangkai vacate the village or face unspecified repercussions.

The episode has underscored the fragile law-and-order situation in Manipur’s hill districts, where cycles of abduction, retaliatory detention, and threats of forced eviction have increasingly drawn attention to the weakening authority of the state. Community organisations and armed youth groups have, at times, issued “quit notices” or warnings over land disputes and security concerns, reflecting deeper ethnic and territorial tensions.

Observers note that longstanding disputes between Kuki-Zo and Naga communities—particularly the Tangkhul Nagas—are rooted in overlapping historical claims over land, demographic anxieties, and competing political aspirations. These tensions have periodically erupted into violence over the decades and have been further aggravated in recent years by allegations related to poppy cultivation, territorial encroachment, and armed mobilisation.

The issuance of an ultimatum demanding that an entire village vacate its homes—especially at a moment when residents are mourning the deaths of community members—has raised serious concerns among civil society groups about the erosion of constitutional authority in conflict-prone areas. Critics argue that such developments highlight the urgent need for stronger enforcement of the rule of law and a credible security response.

The state government has referred several related incidents of violence in Manipur to the National Investigation Agency (NIA), but on-ground realities continue to reflect a volatile security environment. Analysts say that unless decisive steps are taken—including impartial security deployment, legal action against perpetrators, and sustained dialogue to address underlying grievances—the cycle of retaliatory violence and intimidation could deepen further.

For the residents of Shangkai, the situation remains deeply uncertain. Already shaken by the killing of two members of their community, they now face the prospect of displacement under claims of ancestral ownership. Whether the state can restore confidence and prevent further escalation will likely shape the trajectory of peace in Manipur’s troubled hill districts in the weeks ahead.
