Two people remain missing as Tapovan and Sahastradhara face waterlogging and property damage following torrential rains in Dehradun.

A catastrophic cloudburst hit Dehradun on the night of September 15 that led to widespread flooding, property damage, and loss of life. The intense rainfall overwhelmed local rivers and drainage systems, causing severe waterlogging.. Several houses were submerged, and two individuals were reported missing. The Tamsa River, which flows through the city, swelled rapidly, inundating the Tapkeshwar Mahadev temple and surrounding areas.

The cloudburst resulted in the collapse of a key bridge over the Karligaad rivulet, disrupting transportation and isolating communities. Numerous roads were rendered impassable due to debris and flooding, complicating rescue and relief efforts. In response, local authorities evacuated residents from the most affected areas to safer locations. The Indian Meteorological Department (IMD) issued a red alert for Dehradun, Haridwar, and Tehri districts, warning of potential landslides and further flooding due to continuous heavy rainfall.

Prime Minister Narendra Modi visited Dehradun on September 11 to assess the situation firsthand. During his visit, he announced a financial assistance package of ₹1,200 crore for the flood-affected regions. The aid is intended to support relief and rehabilitation efforts, including the reconstruction of homes, restoration of infrastructure, and provision of aid to affected families. Additionally, an ex-gratia of ₹2 lakh was announced for the families of those who lost their lives, and ₹50,000 for those seriously injured in the floods. The PM also assured comprehensive support under the PM CARES for Children scheme to assist children orphaned due to the recent floods and landslides.

Despite the announced aid, former Chief Minister Harish Rawat criticized the ₹1,200 crore assistance, stating that the amount was insufficient to address the extensive damage caused by the floods. He highlighted that the state government had requested a total of ₹5,702 crore in assistance, with the Public Works Department alone requiring over ₹1,100 crore for the restoration of damaged infrastructure. The disparity between the requested and allocated funds has raised concerns about the adequacy of the relief package in meeting the state’s recovery needs.

Ongoing Relief Efforts

Rescue operations are ongoing, with teams from the National Disaster Response Force (NDRF), State Disaster Response Force (SDRF), and the Central Public Works Department (CPWD) deployed to assist in the recovery efforts. Local officials, including District Magistrate Savin Bansal and Sub Divisional Magistrate Kumkum Joshi, are overseeing the operations and coordinating with various agencies to ensure swift relief to the affected populations. The state government has also announced the closure of all schools up to Class 12 and Anganwadi centers in Dehradun as a precautionary measure to ensure the safety of students and staff.

The cloudburst in Dehradun has underscored the vulnerability of the region to extreme weather events and the challenges in disaster preparedness and response. While the central government’s financial assistance is a step towards recovery, the adequacy of the aid remains a point of contention. As relief efforts continue, it is imperative for all stakeholders to collaborate effectively to rebuild the affected communities and enhance resilience against future disasters.
