Speaking at his annual press conference, Gen Dwivedi emphasised that the Army does not take sides in internal conflicts and remains committed to professional conduct in sensitive situations like Manipur.

New Delhi, January 13, 2026 — Chief of Army Staff General Upendra Dwivedi on Tuesday said the security situation in Manipur has shown signs of improvement, crediting coordinated action by the Army and other security agencies, along with political and administrative measures, including the renewal of the Suspension of Operations (SoO) agreement with Kuki armed groups.
Addressing his annual press conference, General Dwivedi said 2025 witnessed gradual stabilisation in Manipur despite the prolonged ethnic conflict. He noted that the Indian Army, Assam Rifles and other forces have acted in a “neutral, transparent and professional manner” to prevent escalation and maintain law and order in the violence-hit state.
“The situation in Manipur has improved compared to the previous year. The renewal of the Suspension of Operations agreement and proactive security deployment have contributed to this,” the Army Chief said, underlining that peace-building efforts remain a work in progress.

The SoO agreement with Kuki insurgent groups was renewed in September 2025, a move General Dwivedi described as an important confidence-building measure. He said the agreement has helped reduce armed confrontations and provided space for dialogue, even as security forces remain alert to violations.
General Dwivedi also highlighted that the Army has played a crucial role in insulating the Northeast from spillover effects of instability in neighbouring Myanmar. A multi-agency security grid, he said, has helped prevent cross-border movement of armed groups and weapons, ensuring broader regional stability.

Referring to the broader internal security picture, the Army Chief said the situation along India’s northern and western borders remains stable and under firm control, though constant vigilance is required. He added that Jammu and Kashmir has seen significant improvement, with terrorist recruitment almost non-existent and the number of active local terrorists reduced to single digits.
While avoiding political commentary, General Dwivedi stressed that lasting peace in Manipur would require sustained political engagement alongside security measures. “The Army will continue to support civil authorities and act strictly within its mandate to ensure peace and stability,” he said.
The remarks come as Manipur remains under President’s Rule and discussions continue on the future political and administrative roadmap for the state, including negotiations with various stakeholders involved in the conflict.
