In a significant move to modernize the Armed Forces, Defence Minister Rajnath Singh on Tuesday authorised the Chief of Defence Staff (CDS) and the Secretary of the Department of Military Affairs (DMA) to issue combined instructions and orders for all three Services.
The move substitutes the previous approach in which directions or commands to multiple services were given by each service individually.
The move occurs as the government aims to implement the theaterisation model to enhance cooperation and integration among the Army, Navy, and Air Force.
The defence ministry stated that the initial joint order regarding “approval, promulgation, and numbering” of joint instructions and joint orders was issued on Tuesday.

Move to enhance coordination across three Services
This initiative establishes the groundwork for enhanced transparency, coordination, and efficiency in administration across the three Services. The Ministry of Defence stated in a press release that it also signifies the start of a new era of collaboration and integration, strengthening the Armed Forces’ collective commitment to serving the country.
The action is viewed as aligned with the ministry’s effort to execute the theaterisation strategy.
Through the theaterisation model, the government aims to combine the forces of the army, air force, and navy while maximizing their resources for military operations and conflicts.
As per the theaterisation plan, each theatre command will incorporate units from the Army, Navy, and Air Force, all collaborating as a unified entity to address security challenges within a defined geographical area.
