An unusual confrontation between police teams from two states unfolded on a Himachal Pradesh highway on Saturday, escalating into a rare legal and administrative standoff. In an extraordinary development, one state police force registered a criminal case against officers of another, with both sides accusing each other of acting unlawfully.
The dispute centres on the detention of three Indian Youth Congress workers linked to protests at the AI Impact Summit in Delhi last week—an episode that has already sparked political controversy in the national capital.
The Himachal Pradesh Police had summoned the three men for a fresh court appearance after learning they had been detained by Delhi Police from Shimla. State officials alleged the action was carried out without prior notification or coordination, rendering it procedurally invalid.
The standoff came to a head near the Shoghi Barrier, between Shimla and Solan, where Himachal Pradesh Police intercepted a Delhi Police team transporting the detainees out of the state. A tense argument followed, with Himachal officers insisting that the accused could not be taken to Delhi without obtaining transit remand—a mandatory legal approval from a local court when an arrest is made in another state.

The situation escalated further when Shimla Police registered a criminal case against unidentified individuals, later confirmed to be members of the Delhi Police team, accusing them of forcibly removing the three men from a resort earlier that day.
Shimla Superintendent of Police Gaurav Singh said officers were alerted on Saturday morning that 15 to 20 individuals in plain clothes had arrived at a resort in Mandli, in the Chirgaon area of Rohru, Shimla district.
According to the complaint, the group allegedly took away three guests staying at the Chansal Resort without presenting formal documentation. Police also claimed that the vehicle used by the detained individuals—a Mahindra Thar—was taken, and the digital video recorder (DVR) from the resort’s CCTV system was removed without any receipt or official record.
“Based on this information, a case has been registered at Chirgaon police station, and legal action is underway,” the Shimla SP said in an official statement.
Although the FIR names unidentified persons, Himachal Pradesh Police confirmed it pertains to the Delhi Police team involved in detaining the Youth Congress workers in connection with the Delhi protest case.
Highway Standoff
The confrontation intensified when Himachal Police stopped the Delhi Police convoy near the Shoghi Barrier as it attempted to leave the state. Himachal officials argued that transporting the detainees without transit remand would amount to violating legal procedure.

Video footage from the scene captures Delhi Police Special Cell ACP Rahul Vikram asserting his authority, telling Himachal officers, “We have arrested three people. You are preventing a government employee from doing his duty.”
A Himachal Pradesh Police officer responded sharply: “We have registered a case against you. You are kidnapping three people. You should join the investigation.”
The exchange underscored a serious breakdown in coordination between two state law-enforcement agencies—an uncommon occurrence that has drawn scrutiny from legal experts and political observers.
Delhi Police sources claimed that more than 20 of their personnel were briefly detained by Himachal authorities during the confrontation. The matter was eventually taken to court, with both police teams appearing before a judge along with the detained Youth Congress workers.
Background: AI Summit Protest
The arrests stem from a protest staged during the AI Impact Summit at Bharat Mandapam in Delhi on Friday.
According to Delhi Police, four Indian Youth Congress workers were detained after entering the venue and staging what officials described as a “shirtless protest” inside an exhibition hall.
The protesters allegedly displayed T-shirts bearing slogans critical of the government and the India-US trade agreement before being swiftly removed by security personnel.
The incident has since evolved beyond a protest case into a contentious inter-state legal dispute, raising questions about procedural compliance, jurisdiction, and coordination between police forces operating across state lines.
