PM Modi vowed that under the BJP, “Bihar will never be allowed to become a safe haven for ghuspaithiya.” He warned that the RJD-Congress alliance would “open the floodgates for ghuspaithiya” if voted to power.

August 22, 2025: Prime Minister Narendra Modi on Friday turned his rally in Bodh Gaya into a powerful political charge, coupling the unveiling of ₹13,000 crore worth of projects with blistering attacks on the Congress and RJD. He accused the opposition of “looting Bihar’s future” and warned that illegal infiltration (ghuspaithiya) posed the biggest danger to the state’s security, economy, and identity.
Speaking at Magadh University during his sixth visit to poll-bound Bihar this year, Modi declared that the era of corruption and neglect under Congress and RJD must “never return.” He contrasted the “misrule of decades” with the NDA’s record of development.
“Bihar has suffered the most under RJD-Congress governments,” Modi thundered. “They gave Bihar corruption, crime, and collapse. We are giving Bihar bridges, trains, hospitals, and homes. This is the difference.”

Big-ticket projects as proof of intent
Modi pointed to the inauguration of the Aunta–Simaria six-lane bridge over the Ganga, the 660 MW Buxar Thermal Power Plant, and the Homi Bhabha Cancer Hospital in Muzaffarpur as proof that “Bihar is a priority.” He also flagged off two new trains – the Amrit Bharat Express (Gaya–Delhi) and the Buddhist Circuit Train (Vaishali–Koderma) – to boost connectivity and tourism.
“These projects are not just announcements,” he said. “Every bridge, every train, every home under PMAY is a guarantee of a new Bihar.”

Attack on corruption and infiltration
Turning up the heat, Modi announced a proposed bill that would remove any Chief Minister, Prime Minister, or Minister from office if jailed for more than 30 days.
“This bill will ensure clean governance and accountability,” he said, drawing a sharp contrast with RJD’s history. “The RJD stalled Bihar for years with corruption. We will never allow that black chapter to return.”
On infiltration, Modi made his most hard-hitting remarks of the rally:
“Illegal infiltration is not just a law-and-order issue – it is a direct assault on Bihar’s security, jobs, and resources. It is changing the demographics of border areas. This is dangerous for our future. That is why we are launching a Demographic Mission to stop infiltration and protect Bihar’s identity.”
The crowd erupted in chants of “Modi! Modi!” as he warned that Congress and RJD “turn a blind eye” to infiltration because “their politics thrives on vote banks, not on protecting the nation.”
National security and Pakistan
Modi also touched on foreign policy, boasting of India’s strength in “teaching Pakistan a lesson” through Operation Sindoor.
“When Pakistan tried to test our patience, India responded with power and precision,” he said. “This is a new India – an India that does not tolerate terrorism, an India that does not bend.”
Rally as political call to action
The Prime Minister’s 45-minute speech doubled as both a roadmap for development and a rallying cry for elections. He hailed Nitish Kumar’s leadership, praised NDA unity, and urged the people of Bihar to “rise above caste divides” and vote for progress.
“Congress and RJD want Bihar to stay weak. The NDA wants Bihar to be Viksit (developed). Bihar gave the world knowledge and peace – now it will lead India’s growth,” Modi declared.
Opposition fires back
While NDA allies Nitish Kumar and Chirag Paswan hailed the projects as “historic,” the opposition slammed the event as electioneering. Prashant Kishor accused Modi of ignoring Bihar’s “real issues of unemployment, migration, and floods,” while Congress’s Asit Nath Tiwari said the government had “failed to stop youth from fleeing Bihar.”
Projects Worth Rs 13,000 unveiled
This was Prime Minister’s sixth visit to poll-bound Bihar this year, underscoring the state’s centrality to the BJP-led NDA’s political roadmap. Modi inaugurated and laid foundation stones for projects worth nearly ₹13,000 crore, spanning transport, energy, housing, healthcare, and urban development.
Modi also flagged off the Amrit Bharat Express (Gaya–Delhi) with modern amenities and the Buddhist Circuit Train (Vaishali–Koderma) to link heritage sites in Bihar and Jharkhand.
The high-profile visit, months ahead of the Assembly elections, was marked by a mix of grand infrastructure rollouts, symbolic gestures of welfare delivery, and sharp political messaging aimed at reinforcing the NDA’s campaign narrative of a “Viksit Bihar” (Developed Bihar).
Warm welcome and roadshow
PM Modi was received at Gaya Airport by Bihar Chief Minister Nitish Kumar, Deputy CMs Samrat Choudhary and Vijay Kumar Sinha, Union Minister Jitan Ram Manjhi, and other senior NDA leaders. In a show of alliance solidarity, he rode with Nitish Kumar in a roadshow through the streets of Gaya, cheered on by large crowds waving BJP and JD(U) flags.
Big-ticket projects unveiled
- Aunta–Simaria Bridge: The six-lane, 8.15 km bridge over the Ganga, built at ₹1,870 crore, connects Mokama (Patna) to Simaria (Begusarai). By cutting road distances by over 100 km, it is expected to transform connectivity between North and South Bihar, easing trade and logistics.
- Rail Boost: Modi flagged off two trains – the Amrit Bharat Express (Gaya–Delhi), featuring modern passenger amenities, and the Buddhist Circuit Train (Vaishali–Koderma), designed to promote tourism by linking Buddhist heritage destinations across Bihar and Jharkhand.
- Buxar Thermal Power Plant: At ₹6,880 crore, the plant adds 660 MW to Bihar’s grid, strengthening the state’s energy security and reducing dependence on power imports.
- Healthcare push: The new Homi Bhabha Cancer Hospital & Research Centre in Muzaffarpur was dedicated to the nation, expanding access to affordable cancer treatment for Bihar, eastern Uttar Pradesh, and Jharkhand.
- Urban Infrastructure: Modi inaugurated a Sewerage Treatment Plant (STP) in Munger under Namami Gange and laid foundation stones for projects worth ₹1,260 crore under AMRUT 2.0 in Bodh Gaya, Aurangabad, Jehanabad, and other towns.
- Housing Delivery: Symbolic key handovers were made to 12,000 PMAY-Gramin and 4,260 PMAY-Urban beneficiaries, highlighting the government’s commitment to “housing for all.”
Opposition slams ‘event politics’
The visit, while celebrated by NDA allies, drew sharp criticism from opposition parties. Prashant Kishor, founder of Jan Suraaj, accused the Prime Minister of ignoring Bihar’s core crises of unemployment, migration, and recurrent floods.
“There is no benefit to PM Modi’s frequent visits. What Biharis need are jobs, industries, and relief from floods – not just ribbon cuttings,” Kishor said.
Congress leader Asit Nath Tiwari echoed similar concerns, charging the government with failing to stem youth outmigration and deteriorating law and order.
Political significance
The timing of the visit – just weeks before the October–November 2025 Assembly elections – was not lost on observers. Analysts say the BJP is banking on Modi’s popularity and the NDA’s development narrative to consolidate its base, while allies like Nitish Kumar and Chirag Paswan amplify the coalition’s reach across caste and community lines.
Both Kumar and Paswan praised Modi during the event, with Nitish declaring that the projects would “lay the foundation for Bihar’s transformation.”
