Lok Sabha proceedings were adjourned for hours amid slogans and protests by opposition members demanding discussion on the India-US interim trade framework, with Speaker Birla warning against disruptions during Question Hour.

New Delhi, February 9, 2026 — The Opposition is set to table a no-confidence motion against Lok Sabha Speaker Om Birla, days after he accused Congress MPs of planning an “unforeseen act” against Prime Minister Narendra Modi, sources told The New Indian Express on Monday.
The decision was taken during a meeting chaired by Congress President and Rajya Sabha Leader of Opposition Mallikarjun Kharge on Monday morning. All opposition parties, including the Trinamool Congress, which is not part of the INDIA alliance, reportedly supported the move. Parliamentary rules require signatures from at least 100 MPs to table a no-confidence motion against the Speaker.
The development comes amid escalating disruptions in the Lok Sabha, where proceedings were adjourned until noon on Monday after just seven minutes, with no legislative business conducted. During Question Hour, opposition members raised slogans demanding discussion on issues including the India-US interim trade framework. Speaker Birla maintained that such matters could be raised during Zero Hour or while discussing the Union Budget and warned against “planned disruption and sloganeering.”

“During Question Hour, only questions are raised. If you want to discuss any issue, we will discuss it during Zero Hour or during discussions on the Union Budget. The House is not a place for planned disruption and sloganeering,” Birla said.
The tension follows earlier remarks by the Speaker during the President’s address, when he accused Congress MPs of plotting an “unforeseen act” against Prime Minister Modi and advised the PM not to attend the House on a particular day.

Opposition parties, led by Congress, have been protesting both inside and outside Parliament, demanding that Leader of Opposition Rahul Gandhi be allowed to speak on former Army Chief General MM Naravane’s unpublished memoir, which reportedly contains statements involving Prime Minister Modi, Home Minister Amit Shah, and Defence Minister Rajnath Singh related to the 2020 India-China standoff.
Last week, eight Congress MPs were suspended by the Speaker for continuous protests over the matter. The Budget Session has witnessed significant disruptions, with over 19 hours of proceedings reportedly lost in recent days. Opposition leaders accuse the Speaker of partisan conduct, denying fair opportunity to opposition voices, particularly the Leader of Opposition.
No official confirmation has been issued regarding the exact timing of tabling the motion, but sources indicate it is planned imminently as the session continues amid deepening polarization in Parliament.
