The Committee on Tribal Unity urges immediate action, emphasizing that tribal communities continue to suffer due to delayed justice and unaddressed state accountability.

August 24, 2025 —On the eve of the Supreme Court hearing concerning the alleged Biren Singh audio tapes, the Committee on Tribal Unity (CoTU) has issued a stark warning over the potential consequences of inaction. The committee claims that recordings, reportedly verified by Truth Labs Forensic Science Services with 93% probability, implicate former Manipur Chief Minister N. Biren Singh in inciting ethnic violence against the state’s tribal communities.
“How long will the tribal communities continue to suffer in the absence of justice and recognition of their rights?,” CoTU said, adding,” There was an urgent need for an independent and unbiased investigation into alleged state-sponsored violence in Manipur.”

CORU noted that the tapes allegedly contain incendiary and communal remarks that may have contributed directly to the surge in violence in the state since May 2023.
“The people of Manipur cannot be left in fear while those in power go unaccountable,” said the CoTU statement. “This cannot go on endlessly. Tribal communities are demanding answers, justice, and recognition of their rights. We call upon the judiciary, media, civil society, and democratic forces to act decisively.”

The case is set for a crucial hearing tomorrow, August 25, 2025, in the Supreme Court of India. The hearing concerns Writ Petition (Civil) No. 702/2024, filed by the Kuki Organisation for Human Rights (KOHR), which seeks accountability for the violence and an independent, unbiased investigation into alleged state involvement. Court No. 13 has listed the petition as Item No. 31 for the day.
CoTU’s statement raised serious questions over delayed justice, noting that over 24 months have passed since the outbreak of violence, yet key legal and forensic issues remain unresolved. “What happened to the Central Forensic Science Laboratory (CFSL) report ordered in May 2025 to authenticate these audio recordings? Why has there been no official update on the KOHR petition demanding transparency and accountability?” the spokesperson asked.

According to CoTU, the leaked audio recordings have ignited a national debate and widespread public outrage. “These tapes contain highly provocative language and statements that could inflame communal tensions. The delay in investigation is not just a bureaucratic lapse — it risks further destabilizing peace in the state,” the statement added.
The committee also underscored the constitutional mandate under Article 19 of the Indian Constitution, which guarantees freedom of expression and the public’s right to information, especially on matters of national importance and humanitarian concern. “It is our duty to ensure that truth and justice prevail. Tribal communities have endured immense suffering, and the system must act without further delay,” CoTU said.
As the Supreme Court hearing approaches tomorrow, all eyes are on India’s highest judiciary to determine the next steps in ensuring justice for Manipur’s tribal communities. CoTU has urged citizens, media, and civil society to closely monitor the proceedings and support measures to prevent further violence.
