Nirbhaya 2.0? Teen Raped On Empty Bus, Driver, Conductor Arrested

A 16-year-old girl who boarded an empty sleeper bus in Greater Noida seeking shelter from heavy rain has alleged that the driver and conductor raped her during the 47-km journey before abandoning her near Kashmere Gate.

Police have seized the bus and sent it for forensic examination as investigators reconstruct the journey and examine how two crew members allegedly picked up a lone minor and travelled into Delhi without triggering an alert.

GREATER NOIDA / DELHI: A teenager who boarded an empty sleeper bus in heavy rain seeking help after getting stranded in Greater Noida was allegedly raped by the driver and conductor before being abandoned near Kashmere Gate, police said.

Delhi Police have arrested the two accused and seized the Uttar Pradesh-registered bus. The incident allegedly took place on the night of August 4 and was reported on Monday.

The survivor, a 16-year-old Class 11 student from Mainpuri, had left home following a family disagreement and was travelling to Noida to meet a cousin. After mistakenly getting off at Pari Chowk in Greater Noida amid heavy rain and darkness, she reportedly signalled an approaching sleeper coach and asked for help.

Police said the driver, Kuldeep, and conductor, Sandeep, told her that the bus was heading towards Noida Sector 63 and allowed her to board. Investigators later found that the coach was actually empty and had just been taken out of a workshop in Surajpur after a breakdown. It was reportedly being driven to a parking yard in Timarpur.

According to the teenager’s complaint, the conductor made obscene advances soon after the bus began moving. She alleged that both men subsequently assaulted her and threatened to kill her when she resisted. The bus continued towards Delhi, eventually reaching the Kashmere Gate area.

The accused allegedly abandoned her on Ring Road near the ISBT late that night before fleeing. The girl then approached Kashmere Gate police and reported the incident. Police later detained both men at a parking area in Timarpur.

The bus has been seized and sent for forensic examination.

Investigators are also examining why the vehicle was able to travel such a long distance with a lone minor inside without any immediate intervention.

Why the sleeper bus is under scrutiny

The physical design of the vehicle has emerged as an important part of the investigation. Unlike conventional buses, sleeper coaches have berths separated by curtains or partitions. Investigators believe these enclosed spaces could have prevented anyone outside from seeing what was happening inside.

The case has therefore raised questions about the safeguards that should apply when sleeper buses are operated without passengers.

The coach was reportedly not running a scheduled passenger service. It was being moved from a workshop to a parking facility. That meant there were no passengers or other witnesses on board.

Authorities are now likely to examine whether the bus had functioning CCTV cameras, GPS tracking and other mandatory safety equipment, and whether those systems were active during the journey.

Transport regulations in Delhi and Uttar Pradesh require various categories of commercial and passenger vehicles to maintain safety systems, including CCTV, GPS tracking, emergency arrangements and crew records. Enforcement, however, can become complicated when private sleeper buses operate across state boundaries or make non-passenger journeys.

The case could consequently prompt a wider examination of “deadhead” or positioning trips — journeys in which buses travel empty between depots, workshops and parking facilities.

Questions are likely to include whether such vehicles should be required to keep CCTV and GPS systems operational even when they are not carrying passengers, whether crews should be prohibited from picking up unregistered passengers and whether additional safeguards are necessary when a lone passenger is a minor.

Police investigation

Police said the accused may have believed that leaving the teenager in Delhi would make it more difficult for investigators to trace them. However, officers were able to detain both men at a Timarpur parking area after the complaint was registered.

The seized bus, identified in some reports as Vishwanath, is undergoing forensic examination. Investigators are examining the survivor’s statement, the vehicle, the route taken between Greater Noida and Delhi and any available electronic evidence.

They are also checking whether the bus had CCTV and GPS systems installed and, if so, whether they were functioning during the journey.

The investigation will also establish the circumstances in which the bus stopped for the teenager and whether the crew had violated transport rules by allowing an unscheduled passenger to board.

The survivor’s identity has not been disclosed, as required under Indian law in cases involving sexual offences against minors.
