Manipur’s Unrest: Meitei Body Demands Crackdown on Illegal Immigrants and Drugs

Manipur’s Peace at Stake: The People's Alliance for Peace and Progress, Manipur (PAPPM) has urged the Governor to take decisive action against illegal immigration, drug trafficking, and political unrest. Can decisive policies bring lasting peace?

Amid escalating tensions in Manipur, PAPPM calls for immediate intervention to address political agendas, forest encroachment, and organized crime. Will the government heed their plea

The People’s Alliance for Peace and Progress, Manipur (PAPPM), a voluntary social organization representing the Meitei populace and dedicated to fostering peace and progress, submitted a memorandum on Thursday to the Governor of Manipur, Ajay Kumar Bhalla, urging intervention in the ongoing unrest in the state. The memorandum highlighted key concerns and called for immediate policy action to restore harmony among communities.

Root Causes of the Disturbance

PAPPM asserted that the current turmoil in Manipur was rooted in political agendas that conflicted with the interests of indigenous communities. A major point of contention was the opposition to the Inner Line Permit (ILP) system. The organization recalled a violent attack in Moreh in 2015, where a peaceful rally advocating for ILP was met with resistance, resulting in the destruction of Meitei-owned businesses and homes. According to PAPPM, such conflicts underscored the friction between Kuki political interests and the broader welfare of Manipur’s indigenous people.

Commitment to Peaceful Coexistence

The memorandum reiterated the Meitei community’s longstanding commitment to peaceful coexistence with all ethnic groups in Manipur. However, the organization raised concerns over illegal immigration, widespread poppy cultivation, drug trafficking, and deforestation. PAPPM urged strict measures to curb these activities, arguing that their unchecked growth posed a serious threat to both state and national security.

Opposition to Political Agendas

The alliance clarified that its opposition was directed at political strategies that threatened Manipur’s integrity rather than any specific community. PAPPM cited recent statements by Thadou representatives who had expressed support for initiatives such as identifying illegal immigrants, combating the drug trade, and preserving protected forests. The organization believed this demonstrated the potential for unity if political interference was removed.

Government’s Role in Stability

The memorandum acknowledged the efforts of former Chief Minister N. Biren Singh’s administration in fostering peace and development while countering disruptive political influences. However, PAPPM alleged that certain political elements had played a key role in inciting violence, making it imperative for the government to take decisive action.

Urgent Need for Policy Intervention

The organization warned that unless divisive political elements were isolated, lasting peace in Manipur would remain elusive. PAPPM also raised concerns about external influences, claiming that certain factions received indirect support from agencies or the Government of India. If such interventions were not curbed, the organization feared that instability would persist.

Key Demands

PAPPM urged the Hon’ble Governor to implement the following measures:

  • A crackdown on illegal immigration with a transparent identification process.
  • Strict enforcement against poppy cultivation and drug trafficking, ensuring accountability.
  • Preservation of reserved and protected forests with stringent anti-encroachment actions.
  • Clear policy measures to counteract political agendas that disrupt social harmony.

The organization expressed hope that the Governor would take swift and decisive action on these pressing concerns to restore peace and stability in Manipur.
