New Delhi, July 24, 2025 — The Rajya Sabha today admitted a statutory resolution moved by Union Home and Cooperation Minister Amit Shah to extend President’s Rule in Manipur by an additional six months, effective August 13, 2025. As published in the Parliamentary Bulletin Part II, the resolution seeks the continuation of the proclamation issued on February 13, 2025, under Article 356 of the Constitution.
The resolution will now be debated and voted on in Parliament before the extension takes effect.
Manipur has remained under President’s Rule since February 2025 following a breakdown in governance triggered by ethnic violence and political instability. The protracted unrest between the Meitei and Kuki communities—centered around land ownership rights and affirmative action policies—had paralyzed the state administration.

Despite multiple attempts to restore normalcy, sporadic clashes continue to disrupt law and order. The central government has argued that sustained administrative oversight is necessary to stabilize the region and ensure a peaceful resolution.
BJP’s Efforts to Restore Governance
The Bharatiya Janata Party (BJP), which heads the ruling coalition at the Centre, has been actively seeking to reestablish a functional government in Manipur. Before the imposition of President’s Rule, the BJP governed the state in alliance with the National People’s Party (NPP) and Naga People’s Front (NPF). However, internal rifts and the withdrawal of support from key allies led to the government’s collapse.
In recent months, the BJP has held consultations with local leaders, community stakeholders, and potential allies in an attempt to build political consensus. Additional central forces have been deployed, and dialogue initiatives have been launched to address underlying tensions.

Despite these efforts, the volatile security environment has delayed the formation of a new government. The extension of President’s Rule is being positioned by the BJP as a temporary but necessary measure to restore order and facilitate eventual democratic transition.
