A ₹80-lakh recruitment scam, a constable behind bars, and a string of police misconduct cases—from drug trafficking to extortion—raise alarming questions about the erosion of trust in Manipur’s law enforcement ranks.

July 3, 2025 — A police constable posted at Imphal Police Station has been arrested for allegedly masterminding a ₹80-lakh job scam, marking yet another high-profile case of misconduct within the Manipur Police force. The accused, Kongkham Pradeepkumar Singh (36), a resident of Thoubal Athokpam Khunou, is accused of issuing fake appointment letters for posts at the Regional Institute of Medical Sciences (RIMS) and Manipur University (MU), duping at least ten job seekers.
The arrest followed formal complaints by the Kangleipak Students’ Association (KSA) and two victims, who claimed they received forged LDC (Lower Division Clerk) appointment letters in exchange for large sums of money. Police seized ₹50,000 in cash and stamp-making tools from Pradeepkumar’s possession. During interrogation, he confessed to fabricating government documents using forged seals from agencies like the Manipur Police Housing Corporation Limited (MPHCL).

Authorities allege that the constable also deceived individuals by taking their four-wheelers under the pretext of replacing them with new vehicles—a promise that never materialized. He was produced in court and has been remanded to judicial custody until July 14.
Following the incident, RIMS issued a public advisory warning citizens against falling for unofficial recruitment offers. The institute clarified that all hiring is done through official procedures via government platforms.

April 26, 2025: Two police constables and another individual were arrested for their involvement in a firing incident near a CRPF camp in Churachandpur. Shots were fired from a white car near Churachandpur Medical College. Following CCTV analysis and interrogations, all suspects were detained and a firearm recovered.
These cases, involving fraud, drug trafficking, and misuse of weapons, point to a troubling pattern of lawlessness within the very institution tasked with upholding the law. Public confidence in the police is being eroded, and civil society groups have begun demanding independent oversight and structural reforms.
