Calling Bhagwat’s visit “misplaced and insensitive,” the Congress said Manipur needs a concrete peace roadmap, not ideological outreach.

The Manipur Pradesh Congress Committee (MPCC) has criticised the visit of RSS chief Mohan Bhagwat to Manipur, saying the State needs a concrete peace roadmap from the Centre — not “organisational strengthening” by ideological groups.
In a statement, MPCC president Keisham Meghachandra Singh said Manipur is still battling “unprecedented violence, displacement, social division, and administrative collapse.” He said people had expected the Central government to announce firm steps to restore peace. “Manipur needs security, stability and a clear plan for healing — not political expansionism,” the MPCC said.
More than eighteen months after the conflict began, thousands of people still live in relief camps. Many cannot return home because their houses were burnt or their villages remain unsafe. Communities remain deeply divided, and the administration has struggled to regain control. The Congress said the BJP-led Centre has failed to prioritise relief, rehabilitation and reconciliation.

Humanitarian crisis
“Instead of addressing the humanitarian crisis and the collapse of governance, the RSS chief’s visit seems focused mainly on strengthening organisational networks in the State. That is not what Manipur needs right now,” the MPCC said.
The party stressed that the ethnic conflict requires a government-led political and administrative solution. “Expanding the influence of the RSS will not bring peace. Manipur needs accountability, confidence-building between communities, and a political roadmap that restores trust in institutions,” the statement said.
The MPCC listed what the Centre should have prioritised:
– a concrete peace roadmap;
– a unified command for security operations;
– a clear plan for the safe return and rehabilitation of displaced families;
– and accountability for administrative failures that worsened the crisis.

Justice and harmony
The Congress said it stands with the people of Manipur and wants the focus to shift back to restoring normalcy and securing justice for victims across all communities. “Political or ideological visits cannot replace real governance. They cannot heal the wounds created by violence, displacement and fear,” it said.
The party warned that prioritising organisational expansion over humanitarian relief will only deepen mistrust. “Manipur needs healing, not polarisation. People are still suffering. Any message that places politics above their pain is the wrong message,” the MPCC said.
It urged the Centre to focus urgently on peace-building, reconciliation and administrative correction, saying the prolonged conflict has already cost Manipur far too much.
