Manipur Declares War on Extortion: Integrated Cell to Combat Growing Menace

Manipur government launches an integrated anti-extortion cell to combat rising threats from criminal groups. The cell will work with police, CAPF, and the army to investigate and apprehend those involved in extortion activities.

Extortion has crippled businesses and instilled fear in Manipur. The government’s new anti-extortion cell aims to restore peace and security for citizens and boost economic growth.

The Manipur government has taken decisive action against the escalating problem of extortion, announcing the establishment of an integrated anti-extortion cell to provide relief to citizens, government employees, and businesses.

The newly formed anti-extortion cell will comprise representatives from the police, Central Armed Police Forces (CAPF), Assam Rifles, and the army, ensuring a multi-pronged approach to combating this menace. A 24/7 toll-free number (1800 202 3326) has been established for the public to report any instances of extortion, including threats, calls, messages, or demand letters. The government has urged citizens to cooperate fully with the authorities in providing information and assisting in bringing the perpetrators to justice.

Chief Secretary Prashant Kumar Singh emphasized the government’s commitment to safeguarding the safety and security of all citizens. “We will not tolerate these unlawful activities that disrupt the peace and tranquility of our state,” he stated. “The establishment of this dedicated anti-extortion cell demonstrates our unwavering resolve to combat this menace and create a safer and more conducive environment for all.”

This move comes in response to a significant surge in extortion demands, with individuals and organizations receiving threats and demands for money from various groups, including suspected militant factions.

The impact of these extortion activities has been devastating, crippling the state’s economy. Businesses, from small enterprises to large corporations, face immense pressure from these demands, hindering investment and stifling economic growth. The constant fear of extortion has created a climate of fear and uncertainty, discouraging entrepreneurship and deterring potential investors.

On 23.01.2025, security forces arrested 02(two) active members of proscribed outfit KCP(PWG) namely, Thokchom Luxmikanta Singh @ Hapu (28) and Dinesh Thokchom @ Don (23) from Uningkhong under Khongjom PS, Thoubal District while indulging in extortion. Recent months have witnessed a series of arrests related to extortion cases. In December 2024, Manipur Police arrested two active cadres of the banned insurgent outfit People’s Revolutionary Party of Kangleipak (PREPAK) in Imphal West District for their alleged involvement in extortion activities, including targeting elected officials and civilians. The arrested 1 individuals were found in possession of three mobile handsets and 12 extortion demand letters.

Furthermore, security forces, including the Army, BSF, CRPF, and Manipur Police, have been actively conducting search operations, leading to the recovery of a significant cache of arms, ammunition, and explosives. These operations have also resulted in the destruction of illegal bunkers used by armed insurgents.

This decisive action by the Manipur government marks a significant step towards curbing the menace of extortion and restoring a sense of security among the populace. While the challenge remains substantial, the concerted efforts of the government and security forces, coupled with active public participation, offer hope in combating this pervasive issue and creating a more secure and prosperous future for the state.
