The Kuki-Zo MLA delegation plans to submit a memorandum seeking a political solution, including Union Territory status for hill districts.

September 9, 2025: A delegation of Kuki-Zo MLAs met Manipur Governor A.K. Bhalla on Tuesday in Churachandpur to discuss Prime Minister Narendra Modi’s upcoming visit to the state.
Sources said the MLAs urged the governor to ensure that the Prime Minister holds a meeting with them to “understand the ground realities and the aspirations of the Kuki-Zo people.” The meeting, held at the Deputy Commissioner’s conference hall, was attended by Chief Secretary Puneet Kumar Goel, Director General of Police Rajiv Singh, and Security Advisor Kuldip Singh.
The Kuki-Zo MLAs also informed the governor of their decision to submit a memorandum to the Prime Minister, pressing for an early resolution of their demand for a “political solution”—a term widely understood as seeking Union Territory status for the hill districts inhabited by the community.

Two days earlier, on September 7, Governor Bhalla had chaired a high-level closed-door meeting at Raj Bhavan in Imphal with around 23 BJP MLAs from the ruling alliance, including former Chief Minister N. Biren Singh, Assembly Speaker Thokchom Satyabrata Singh, and BJP state president Adhikarimayum Sharda Devi.
That meeting, also attended by top officials, focused on preparations for the Prime Minister’s tentative September 13 visit, covering security arrangements, possible events at Kangla Fort in Imphal and Peace Ground in Churachandpur, and measures to maintain calm in constituencies.

The Opposition Congress in Manipur on Monday hit out at governor Bhalla for holding an “exclusive meeting” with only BJP MLAs ahead of the proposed visit of Prime Minister Modi to the strife-hit state.
Congress Legislature Party leader Okram Ibobi Singh told mediapersons at his residence that such selective meetings “undermines the credibility” of the Raj Bhavan and was a “shocking display of partisanship”, reports emanating from Imphal said.
The meeting was attended by 23 of the 32 BJP MLAs along with senior officials and state BJP president A. Sharda Devi, where they were briefed about the visit.
