Following a Governing Council meeting in Churachandpur, the Kuki-Zo Council announced it will not participate in the formation of the Manipur government, calling the decision a reflection of the collective democratic will of the Kuki-Zo people.

January 6, 2026: The Kuki-Zo Council (KZC) on Tuesday reiterated its demand for a Separate Administration in the form of a Union Territory, asserting that the Kuki-Zo people can no longer coexist politically with the Meitei community under the current circumstances in Manipur.
In an official press statement, the KZC said its Governing Council, comprising all constituent bodies under the organisation, adopted the decision unanimously during a General Meeting held on December 30, 2025, at the VTI Auditorium in Rengkai, Churachandpur. The meeting reviewed the prevailing political, social, and security situation in the state before arriving at the resolution.
According to the KZC, the Governing Council reaffirmed its long-standing political demand for a Union Territory under the Constitution of India, citing what it described as irreconcilable realities between the Kuki-Zo and Meitei communities. The resolution also made it clear that the Kuki-Zo people “cannot and shall not participate in the formation of the Government of Manipur.”

“Considering the present realities and the unanimous sentiment that the KukiZo people can no longer live together with the Meitei community, the Governing Council reaffirmed its political demand for a Separate Administration in the form of a Union Territory under the Constitution of India,” the statement said.
The Council said the resolution reflects the collective will and sentiment of the Kuki-Zo people. The KZC Cabinet, in a meeting held on January 6, endorsed the decision, stating unequivocally that it represents a democratic mandate of the community amid the ongoing crisis in Manipur.
The statement further warned that if any individual from the Kuki-Zo community chooses to participate in the formation of the Manipur government, such action would be undertaken in an individual capacity, and the Kuki-Zo Council would not be held responsible in any manner.
Manipur has been grappling with prolonged ethnic violence since May 2023, which has claimed hundreds of lives and displaced thousands, deepening political and ethnic fault lines across the state.
