Prosecutors said Imran Khan violated Toshakhana rules by retaining and monetising foreign gifts, causing financial loss to Pakistan’s exchequer.

December 20, 2025: A special court in Pakistan on Saturday sentenced former Prime Minister and Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan and his wife, Bushra Bibi, to 17 years in prison each in the Toshakhana-2 case, dealing another major legal blow to the jailed former premier.
The verdict was delivered by a special accountability court after concluding that Imran Khan unlawfully retained and sold state gifts received during his tenure as prime minister, in violation of Pakistan’s Toshakhana rules. The court also imposed hefty fines on both convicts and disqualified Khan from holding public office for a specified period under prevailing laws.
What the Toshakhana-2 Case Is About
The case centres on an expensive Bulgari jewellery set gifted to Imran Khan by Saudi Crown Prince Mohammed bin Salman during an official visit to the Kingdom in May 2021. Investigators alleged that the luxury gift—classified as state property—was purchased by Khan at a grossly undervalued price and later sold for personal gain, causing financial loss to the national exchequer.
Pakistan’s Toshakhana rules require public office-holders to declare gifts received from foreign dignitaries and either deposit them with the state or purchase them at a prescribed market value. Prosecutors argued that Khan and Bushra Bibi misrepresented the value of the Bulgari set and violated mandatory disclosure norms.

Court’s Findings
According to the prosecution, forensic audits, valuation reports, and transaction records established that the jewellery’s declared purchase price was significantly lower than its actual market value. The court held both Imran Khan and Bushra Bibi guilty of corruption, abuse of authority, and fraudulent practices related to state assets.
The judge ruled that Bushra Bibi played an active role in retaining and benefiting from the gift, rejecting defence arguments that she had no involvement in the transaction.
PTI Rejects Verdict
PTI leaders immediately rejected the ruling, calling it “politically motivated” and part of what they describe as a sustained campaign to sideline Imran Khan from Pakistan’s political landscape. The party said it would challenge the conviction in higher courts.
“This is another fabricated case designed to break Imran Khan and suppress the will of the people,” a PTI spokesperson said, adding that Khan remains steadfast despite multiple convictions.

Imran Khan’s Legal Troubles Deepen
Imran Khan, who has been in jail since August 2023, is already facing multiple convictions and ongoing trials, including cases related to corruption, state secrecy, and protests following his removal from office in April 2022. While some earlier convictions were suspended or overturned on appeal, fresh cases have continued to keep him behind bars.
Legal experts say the Toshakhana-2 verdict significantly complicates Khan’s prospects of early release, as sentences in multiple cases may run consecutively unless overturned.
Political Impact
The ruling comes at a sensitive time in Pakistan’s volatile political climate, with PTI largely sidelined from mainstream politics and several of its leaders facing arrests or legal action. Analysts note that the continued incarceration of Khan is reshaping the country’s political dynamics ahead of any future electoral process.
Imran Khan has consistently denied all allegations against him, insisting that the cases are retaliation for his refusal to compromise with Pakistan’s powerful establishment.
