S-400 Deal, Regional Security Expected to Dominate Modi–Putin Summit

Russian President Vladimir Putin will arrive in India on December 4 for a two-day state visit to attend the 23rd India-Russia Annual Summit, the MEA announced on Friday.

Putin and Prime Minister Narendra Modi are set to hold wide-ranging talks reviewing defence, energy, and geopolitical issues, including Ukraine.

November 28, 2025: Russian President Vladimir Putin will undertake a two-day state visit to India from December 4 to 5 for the 23rd India–Russia Annual Summit, the Ministry of External Affairs (MEA) confirmed on Friday. During the visit, Putin will hold bilateral talks with Prime Minister Narendra Modi, marking his first visit to India since December 2021.

“At the invitation of Prime Minister Shri Narendra Modi, President of the Russian Federation H.E. Vladimir Putin will pay a State Visit to India from 4–5 December 2025 for the 23rd India–Russia Annual Summit,” the MEA said. President Droupadi Murmu will also receive Putin and host a banquet in his honour.

According to the ministry, the summit will allow both leaders to “review progress in bilateral relations, set the vision for strengthening the Special and Privileged Strategic Partnership, and exchange views on regional and global issues of mutual interest.”

Prime Minister Modi last attended the annual summit in July 2024 during his visit to Moscow.

Key Issues Likely to Dominate Talks

Additional S-400 Air-Defence Squadrons

A major item expected on the agenda is India’s proposal to acquire five more S-400 Triumf air-defence squadrons, along with a large stock of surface-to-air missiles for the systems already deployed. Sources told TOI that the S-400s performed effectively during Operation Sindoor, strengthening the case for additional units

Sukhoi-57 Fighter Jets Under Consideration

Russia is pushing India to buy its fifth-generation Sukhoi-57 stealth fighters as an alternative to the US-made F-35. However, sources indicate that New Delhi has not yet decided whether to procure two or three fighter squadrons.

Ukraine Conflict

The ongoing Russia–Ukraine war is also expected to feature prominently during the talks. India has repeatedly called for dialogue and an early resolution. External affairs minister S. Jaishankar recently spoke with Ukraine’s foreign minister Andrii Sybiha to discuss developments in the conflict.

“Appreciate his briefing on the ongoing developments related to the Ukraine conflict. Reiterated India’s support for an early end to this conflict and the establishment of an enduring peace,” Jaishankar said.
