February 13, 2026 – The Manipur government has lifted the temporary suspension of internet and mobile data services in several parts of the state, following a careful review of the current law-and-order situation. Authorities acted to restore connectivity after nearly three days of restrictions imposed in response to escalating tensions and violence in the hill districts, particularly among tribal communities including the Nagas and Kuki-Zos.
Background on the Restrictions
On February 10, 2026, the state government, invoking powers under Rule 3 of the Temporary Suspension of Telecommunication Services Rules, 2026, ordered a five-day shutdown of internet and data services. Officials cited the need to prevent the rapid spread of inflammatory content, misinformation, images, videos, and social media posts that could inflame communal tensions and disrupt public order.
The shutdown initially applied to the entire revenue jurisdiction of Ukhrul district from 11:30 a.m. on February 10. Later the same day, restrictions were extended to the Lhungtin Sub-Division of Kangpokpi district and the Phungyar Sub-Division of Kamjong district, effective from 5:30 p.m. All forms of connectivity—including mobile data, broadband, VPNs, and VSAT services—were blocked.
The preventive measure came amid reports of fresh unrest, including arson attacks, incidents of firing, and displacement in villages such as Litan in Ukhrul district, which had witnessed consecutive days of violent clashes. The expansion of the curbs to adjoining sub-divisions reflected authorities’ concerns that online platforms could amplify communal tensions and spread rumors that might destabilize the region further.

Revocation of the Suspension
After assessing the prevailing ground situation and factoring in the inconvenience caused to residents, businesses, and educational institutions, the government decided to revoke the suspension before the completion of the full five-day period.
A notification issued by the Home Department, Government of Manipur, stated that the internet suspension has been lifted with immediate effect until further notice. The Governor of Manipur, exercising authority under the relevant rules, formally canceled all prior directives affecting the hill districts.
All internet service providers (ISPs) in the state have been instructed to restore services promptly and ensure full compliance with the revocation order.

Alongside the revocation, authorities reminded citizens to use social media and internet services responsibly. The government emphasized that avoiding content capable of provoking unrest would help prevent the need for future suspensions.
The order was signed by Dr. Mayengbam Veto Singh, Joint Secretary (Home), Government of Manipur, highlighting the government’s commitment to balancing public safety with essential services.
The restoration of connectivity signals a tentative improvement in the security situation across the affected hill districts. While normal internet access is now expected in Ukhrul, Kangpokpi, and Kamjong, officials have cautioned that the broader ethnic and law-and-order challenges in Manipur remain complex and ongoing. Residents are urged to exercise caution, remain vigilant, and report any incidents of unrest promptly.
