The FNCC lists 19 violent incidents since 2023, alleging the SoO agreement has become a cover for extortion, land-grab, and ethnic aggression.

July 22, 2025 — The Foothills Naga Coordination Committee (FNCC) has submitted a strongly worded memorandum to Prime Minister Narendra Modi, demanding the immediate dismantling of Suspension of Operations (SoO) camps run by Kuki militant groups in Naga ancestral territories. The memorandum warns of dire consequences if these camps are not removed and the SoO agreement is not revoked.
In the letter dated July 21, 2025, the FNCC alleged that the SoO camps, originally intended to facilitate peace, have instead become hubs of “armed criminality, extortion, and territorial aggression” by Kuki groups under the banner of the Kuki National Organisation (KNO) and United People’s Front (UPF). The committee described the continued presence and relocation of these camps as a grave threat to communal harmony, national security, and constitutional order.
“Any attempt to forcibly impose such camps in our ancestral territories will be treated as an act of aggression… with consequences that may surpass the tragic turmoil witnessed on May 3, 2023,” the memorandum stated.

Allegations of Violations and Attacks
The FNCC listed at least 19 incidents of violence, extortion, and land encroachment allegedly perpetrated by Kuki militant cadres since March 2023. These include:
- The burning of Naga homes in Leimakhong (June 2023),
- The assault on Naga farmers on the IT Road (September 2023),
- The brutal attack on Konsakhul villagers including the village chief and pastor (April 2025),
- The destruction of forest land and poppy cultivation in Makhan territory,
- A sustained pattern of gunfire, intimidation, and land grabs.

The memorandum also condemned the construction of roads termed “German” and “Tiger” roads in contested areas, accusing the projects of glorifying militant elements and violating Naga rights.
Demands to the Central Government
The FNCC made five key demands:
- Immediate dismantling of SoO camps in or near Naga-inhabited areas.
- Abrogation and non-renewal of the SoO agreement with KNO, UPF, and allied Kuki militant outfits.
- Halt to the construction of “German” and “Tiger” roads.
- Constitution of a high-level inquiry commission to probe SoO-related violations.
- Exclusion of Naga territories from any proposed separate Kuki administrative setup.
The memorandum emphasized that Naga communities have consistently sought peace and coexistence, but warned that “peace cannot be maintained at the cost of our dignity, land, and safety.”

Appeal to Prime Minister Modi
Signed by FNCC Convenor B. Robin Kabui and Secretary Karalung James, the memorandum was also marked to key state officials including the Security Advisor, Chief Secretary, and Director General of Police in Manipur.
The FNCC concluded by placing “full trust” in the Prime Minister’s leadership and urged for immediate, decisive action to “restore constitutional order” and protect the rights of Naga people.
