Following a viral video in which KSO Delhi’s president calls for the killing of Meiteis, the Manipur Police has registered an FIR. The Meitei Heritage Society demands Guite’s immediate arrest and warns of the consequences of unchecked hate speech.

The Meitei Heritage Society has condemned Paokhup Guite, President of the Kuki Students’ Organization (KSO), Delhi & NCR amid outrage over a disturbing video in which Guite allegedly incited violence by calling for the killing of Meiteis traveling to Ukhrul to attend the upcoming 5th State-Level Shirui Lily Festival.
The Society, , a prominent civic organization dedicated to preserving and promoting the cultural, historical, described Guite’s speech as “genocidal in intent” and demanded his immediate arrest and prosecution under the strictest provisions of Indian law.
“This hate-filled incitement to murder must not go unpunished. It is not merely rhetoric—it is a threat to the lives of civilians and the fragile peace in the region,” the Society said in its official statement.
The Manipur Police has since registered an FIR against Guite following public outcry from Meitei society. The charges are reportedly related to promoting enmity between groups, criminal intimidation, and incitement to violence under relevant sections of the Indian Penal Code.

The Meitei Heritage Society noted that this is not Guite’s first brush with the law. In March 2025, the Delhi Police had reportedly registered an FIR against him for making inflammatory remarks, though no significant action followed. The organization also pointed to KSO’s alleged role in past violence, including the September 2024 Koutruk massacre, where Kuki militants reportedly used an ambulance linked to the KSO to launch an armed attack on Meitei civilians.
The Shirui Lily Festival, scheduled for May 20 to 24 in Ukhrul, is intended to be a celebration of Manipur’s shared ecological and cultural heritage. “The participation of the Meitei community in this event is a symbol of unity, not provocation,” said the Society.

Blaming institutional failures for emboldening hate speech, the statement added:
“The state’s inability to enforce the law—whether it be disarming illegal militants, reopening highways, safeguarding pilgrimages, or dismantling illegal bunkers—has allowed extremists to thrive. Mr. Guite’s speech is a manifestation of this chronic inaction.”

The Society welcomed the FIR filed by Manipur Police but called for urgent steps to track down and arrest Mr. Guite before the situation escalates further. It urged both the Ministry of Home Affairs and law enforcement agencies across states to take the matter seriously.
“This cannot become another forgotten FIR. The Indian state must show that it will not tolerate those who preach hate or threaten the lives of its citizens,” the statement concluded.
