Manipur: Protests Erupt Over Custodial Death in Imphal

Protests have erupted in Manipur's Imphal East district following the custodial death of 27-year-old Khoisnam Sanajaoba, who was arrested with alleged links to the KCP-Noyon outfit on extortion charges. A Joint Action Committee is demanding justice and accountability.

The death in judicial custody of Khoisnam Sanajaoba, arrested for alleged KCP-Noyon ties and extortion, has triggered outrage in Manipur. Family and locals are refusing to claim his body, demanding a thorough investigation and punishment for those responsible.

The death of a 27-year-old man, Khoisnam Sanajaoba, while in judicial custody has ignited protests in the Khurai area of Imphal East district. Sanajaoba, a resident of Khurai Ningthoubung Leikai, was arrested on March 31 near Lamlong Bridge by Imphal East district police. Authorities stated the arrest was in connection with alleged anti-social activities and links to the KCP-Noyon outfit.

Police reported that Sanajaoba was among five individuals apprehended on charges of extortion, and that arms and ammunition were recovered during the operation. Following his appearance before an executive magistrate, he was remanded to ten days of judicial custody.

On April 10th, Sanajaoba’s family was informed by the police that he had been admitted to the hospital. Upon reaching the medical facility, the family was informed of his death. His body is currently at the hospital mortuary, with his family and local residents refusing to claim it.

A sit-in protest was swiftly organized in Khurai by a Joint Action Committee (JAC) formed to demand justice for Sanajaoba. Laishram Kumari, the JAC Convenor, called for stringent punishment for those responsible for his death, comprehensive video recording of the post-mortem examination, and the presence of a JAC representative during the procedure. The incident has triggered widespread outrage within the community, raising serious concerns regarding custodial practices and human rights in the region.

About the KCP-Noyon Group:

The Kangleipak Communist Party (KCP) is a separatist militant organization active in Manipur. Founded in 1980, its stated aims include the secession of Manipur from India and the preservation of Meitei culture. Over time, the KCP has splintered into various factions, with the KCP-Noyon being one such notable offshoot. These factions often operate independently and may have differing approaches or leadership.

The KCP and its factions, including KCP-Noyon, have been involved in:

  • Armed Insurgency: Engaging in violence against Indian security forces and the government.
  • Extortion: Demanding money from individuals and businesses to fund their activities. The arrest of Khoisnam Sanajaoba was reportedly linked to extortion charges.
  • Illegal Arms: Possessing and using unauthorized firearms and ammunition. Police reports in Sanajaoba’s case mentioned the recovery of arms and ammunition during the arrests.
  • Separatist Activities: Working towards the establishment of an independent Manipur.
