April 12, 2026: The district administration in Ukhrul, Manipur, has imposed a ban on the operation of drones and unmanned aerial vehicles (UAVs) without prior permission, citing growing concerns over public safety, privacy, and the security of sensitive installations.
In an official order issued on April 11, District Magistrate Asish Das stated that instances of unauthorized drone activity had been observed in the district, prompting immediate regulatory action. The order, issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, prohibits any individual or entity from operating drones without prior written authorization from the competent authority.
The directive further warned that any unauthorized drone activity would be treated as a violation of the law and could lead to immediate seizure of equipment, along with possible criminal proceedings. Authorities have also been empowered to take down or confiscate drones found operating unlawfully.

Violators will face penalties under Section 223 of the Bharatiya Nyaya Sanhita, 2023, which may include fines, confiscation of equipment, and prosecution. The order has come into effect immediately and will remain in force until further notice.

Background and Context
The move comes amid heightened security concerns in Manipur, particularly in hill districts like Ukhrul, where tensions have remained high following the prolonged ethnic conflict between Meitei and Kuki-Zo communities since 2023. Authorities have been increasingly cautious about surveillance, misinformation, and the potential misuse of drone technology in sensitive and conflict-prone areas.
In recent months, reports of drone sightings in various parts of the state have raised alarm among both security agencies and civilians. Officials fear that unauthorized drones could be used for reconnaissance, smuggling of contraband, or triggering panic in already volatile regions.
The state has also witnessed stricter enforcement of buffer zones and movement restrictions in several districts to prevent escalation of violence. Against this backdrop, the ban on drone operations is seen as a preventive measure aimed at maintaining law and order and ensuring the safety of residents.
Officials have urged the public to cooperate with authorities and comply with the directive, emphasizing that any legitimate use of drones must be cleared through proper channels.
