The approval for investigation includes DC Sahoo (former Sub-Registrar), Ramesh Kumar (former Kanungo), and Anil Kumar (former Tehsildar), all of whom previously served in the Revenue Department, Hauz Khas, South District.
The case revolves around the alleged fraudulent sale of Delhi Development Authority (DDA) land to private individuals by issuing a No Objection Certificate (NOC). The disputed property, bearing Khasra No. 351, was acquired by the DDA in 1965. In 2019, an applicant, Smt. Bala Devi, sought demarcation of Khasra No. 351 from the SDM, Hauz Khas. Following the demarcation, Revenue Department officials classified a portion of the land—measuring 1 Bigha and 5 Biswa—as private property out of the total 44 Bigha and 19 Biswa.
However, during subsequent court proceedings, the DDA challenged this classification, stating that the land belonged to the DDA and was subject to illegal construction that had since been demolished. Despite clear revenue records identifying the land as government property, Revenue Department officials issued an NOC to Smt. Bala Devi. Following this, DC Sahoo, the then Sub-Registrar, registered the sale deed for the land. This act of alleged fraud has caused a significant financial loss to the government.
The LG also noted delays in processing such cases by the Vigilance Department and has instructed its officials to strictly adhere to the timelines mandated under the POC Act, particularly in sensitive matters, to avoid unnecessary delays.
Since assuming office, LG Saxena has maintained a robust stance against corruption, initiating strict actions against officials involved in cases across various departments, including Excise, Revenue, GST, PWD, Health, and Education. His focus remains on safeguarding public interest and upholding integrity in governance, with a steadfast commitment to rooting out corruption in Delhi.
