August 26, 2025: – The Kuki Organization for Human Rights Trust (KOHUR) and the Kuki-Zo Women’s Forum (KWF) both have hailed the People’s Union for Civil Liberties (PUCL) for its recent report on  the ongoing ethnic violence in Manipur. The two organizations called the PUCL’s report a “painstaking and indispensable” document that sets the record straight and provides a crucial benchmark for future accountability.
Ina statement  KOHUR  expressed “deep appreciation for the courage and determination” of the PUCL in releasing the most detailed and extensive report to date. The Rights body has said the before the publication of the  PUCL report, the “absence of reliable and independent media outlets” in the minority Kuki community has allowed “one-sided narratives to dominate public discourse.”
KOHUR underscored that the PUCL’s findings are not isolated; they are supported by other independent bodies, including the Editors Guild of India’s report and the judiciary. The organization believes the report is a vital historical resource and will be essential for “seeking accountability and reconciliation.”

The Kuki-Zo Women Forum press release also echoed these sentiments, applauding PUCL’s “courageous pursuit of truth.” The KZWF has  highlighted following key findings from the PUCL’s report:
- Violence was deliberate, not accidental: The KWF notes that the PUCL’s report concludes the violence was “orchestrated and ethnically specific,” validating the experiences of countless survivors.
- Shocking Testimonies of Atrocities: The report documents “killings, mutilations, public disrobing of women, gang rapes, torture, and humiliation.”
- State Collapse and Institutional Failure: It confirms that the state and its institutions failed to respond, with law enforcement and the judiciary failing to provide protection and justice.
- Weaponization of Hate Narratives: The KWF highlights how the report exposes the “disjointed fabricated narratives” that portray Kukis as “illegal immigrants” from Myanmar, a narrative that has contributed to the violence.
- A Soothing Reproach to Media and Political Actors: The PUCL’s report is seen as a condemnation of partisan media and political leaders who have spread propaganda and hate speech.
- Accountability and Structural Reforms Urgently Required: The KWF strongly supports the PUCL’s recommendations for a Special Investigation Team (SIT) and a permanent High Court bench to investigate and prosecute the crimes.
The KZWF states that the report provides crucial validation for Kuki-Zo women, many of whom have been rendered invisible in the dominant narratives of the conflict. It affirms their sufferings, fears, and fundamental demand for accountability.
The KWF’s message concludes with an urgent call to action, insisting that the tribunal’s recommendations are not merely suggestions but a “lifeline toward restoring dignity and safety in Manipur.” The forum expresses heartfelt gratitude to the PUCL, the tribunal, and every survivor who shared their painful truths, describing the report as a “beacon of justice—illuminating both the depth of horror and the path toward accountability, healing, and peace.” The KWF reaffirms its commitment to standing in solidarity with all affected communities and is ready to collaborate in the pursuit of justice and equitable administration for all.
Both organizations’ statements conclude with a powerful message of hope and determination. KOHUR and KZWF see the PUCL’s report not only as an invaluable account of the violence but also as a “benchmark for future reference.” They commend the PUCL’s unwavering commitment to truth and justice and sought action on the report  for the sake of justice and accountability.
