Serious allegations have surfaced against local law enforcement in Ukhrul, with Kuki village authorities claiming the Litan Police Station was actively used as a staging ground for militant attacks against Kuki civilians.

March 24, 2026 — A fresh and severe wave of violence has struck Manipur’s Ukhrul district, with intense gunfire and alleged drone-delivered explosives hitting the Mongkot Chepu village. The clash has caused severe distress among local residents and prompted furious press statements from Kuki civil society organizations, who allege security forces are complicit in the attacks.
Drone Attacks and Specific Civilian Casualties
According to official press statements released today by the Mongkot Chepu Village Authority and the Ihang-Bungpi Working Committee, armed Tangkhul militants launched a coordinated attack on the village at approximately 7:30 A.M.
The statements allege the use of “drone-delivered explosives” and sustained automatic gunfire. Explosions reportedly rocked the vicinity of a local tuition center, triggering mass panic among innocent schoolchildren. At least one civilian sustained shrapnel injuries in this morning’s attack.
Armed Tangkhuls at Litan firing indiscriminately on Mongkot Chepu village. What is most disturbing is that the attack is carried out from Litan Police Station. It’s such a disgrace that a Police Station has become a safe haven for armed miscreants. @GOIindia @AmitShah pic.twitter.com/cqAn3fvfNO

The Ihang-Bungpi Working Committee also detailed the severe injuries inflicted on defenseless civilians during recent violence while they were engaged in routine farm work:
- Ms. Lhingneinem Lhangum (19), who sustained a gunshot wound to her right calf.
- Mr. Seigoulun Khongsai (18), who suffered blast injuries to his right upper chest and neck.
Allegations of Security Force Complicity The situation is further inflamed by severe allegations directed at local law enforcement. Both Kuki organizations claim the attacks originated from the direction and immediate vicinity of the Litan Police Station.

The Mongkot Chepu Village Authority stated they possess “video evidence showing militants operating from the vicinity of Litan Police Station.” Furthermore, they allege a shocking disparity in the security response, claiming that forces evacuated injured militants from nearby bunkers while extending no such medical assistance to the injured Kuki civilians.

According to the Village Authority, these attacks are the result of prolonged inaction. They claim that for over a month and a half, repeated warnings regarding the construction of militant bunkers surrounding the village were completely ignored by authorities.
Demands for Immediate Intervention Condemning the violence as a “clear, deliberate, and sustained pattern of targeted violence,” the Ihang-Bungpi Working Committee has issued a set of urgent demands to the government:
- Neutral Security Deployment: Immediate deployment of additional neutral security forces, free from local bias, to protect vulnerable Kuki villages.
- Accountability: Full investigation into the alleged failure and possible complicity of forces stationed at the Litan Police Station.
- High-Level Probe: Urgent intervention by the Government of India through a time-bound, impartial investigation into all recent attacks.
- Dismantling of Bunkers: The immediate dismantling of all militant bunkers operating in the area.
Official Accounts and Conflicting Narratives Despite the severe claims from Kuki organizations, official police and security reports have presented a different context regarding the sequence of events. Local authorities have characterized the incidents as intense gunfights between armed village volunteers from both the Kuki-Zo and Tangkhul Naga communities.
Official reports also counter the claims regarding the Litan Police Station, indicating that the station served as a dispatch point for Border Security Force (BSF) rescue teams, who were deployed to safely evacuate trapped farmers and transport the injured.
Additionally, the Tangkhul Naga Foothills Organization (TNFO) has fiercely rejected claims of unprovoked attacks, alleging instead that Kuki volunteers were constructing bunkers and defensive drains above National Highway 202, which triggered the exchange of fire.
Security forces have since escalated combing operations and deployed additional personnel to secure the highway and prevent further civilian casualties, though the situation remains highly volatile.
