The LG, while rejecting their appeals, said that teachers are expected to uphold honesty and discipline, and any act of moral turpitude makes them unfit to continue in public service.

New Delhi, November 12: Delhi Lieutenant Governor V.K. Saxena has rejected the appeals of two former teachers of the Municipal Corporation of Delhi (MCD), upholding the disciplinary penalties imposed on them by the MCD Commissioner in two separate cases involving embezzlement of funds and criminal conviction for theft.
In the first case, Naresh Kumar Meena, who served as in-charge of the Municipal Corporation Primary School, Chuna Mandi, Karol Bagh, during 2019–2020, was found guilty of embezzling ₹6.16 lakh from the school’s account. An inquiry revealed that Meena had illegally withdrawn cash, failed to maintain records, and even forged another teacher’s signature on a utilization certificate. The MCD Commissioner ordered his removal from service on June 4, 2025.
In the second case, B.B.R. Patil, another MCD teacher, was dismissed from service following his conviction by a Delhi court in connection with a theft case aboard the Dehradun Shatabdi Express on April 1, 2017. The Metropolitan Magistrate (MM-08/Central/THC/Delhi) convicted him under Sections 147 and 179 of the Indian Railways Act on December 8, 2017. The MCD Commissioner, citing the offence as one of moral turpitude, dismissed him from service on August 28, 2024.
After hearing both appeals, LG Saxena upheld the punishments, observing that teachers hold a special position of trust in society and must maintain the highest standards of integrity.

“What is all the more appalling is the fact that the appellants are teachers entrusted with the task of shaping young minds. Sustained moral turpitude and habitual misconduct render such persons incapable of discharging their responsibilities,” Saxena said in his order.
He added that their actions were “grossly unbecoming of government servants” and constituted a violation of Rule 3 of the CCS (Conduct) Rules, 1964, which mandates integrity and discipline in public service.
Officials noted that since assuming office, the LG has maintained a strict stance against corruption and moral misconduct among officials of the GNCTD, MCD, DDA, and Delhi Police, ordering disciplinary action in multiple cases over the past year.
