As PM Modi readies for his first Manipur visit since 2023 violence, KWOHR’s rally highlights calls for justice, dignity, and human rights.

September 4, 2025 – As Manipur braces for what could be Prime Minister Narendra Modi’s first visit since violence erupted in May 2023, the Kuki Women Organisation for Human Rights (KWOHR) has announced a public rally to demand justice and accountability for the Kuki-Zo community.
The Public Rally for Justice to the Kuki-Zo Genocide will be held on September 6, 2025, at 11:00 AM, beginning at Koite Football Ground and culminating at the Wall of Remembrance in Tuibong.
Incidentally, Kuki-Zo women were the best suffers of the ethnic clashes that erupted on May 3, 2023. Dozens of them were raped and killed while two women were paraded naked on the streets by a mob of Meiteis.

Through the rally, KWOHR will call upon the Government of India, the judiciary, and the international community to:
- Recognize the crimes committed against the Kuki-Zo people
- Deliver justice without further delay
- Ensure accountability of those responsible
- Uphold human rights, equality, and dignity
“Justice Delayed is Justice Denied — Justice the Only Solution,” reads the rally’s appeal, underscoring the urgency of addressing crimes dating back to 3 May 2023, when ethnic violence between Meitei and Kuki communities broke out. More than two years on, justice for victims remains elusive, and tensions continue to simmer.
Political Moves Ahead of PM’s Visit
Prime Minister Modi is scheduled to visit Manipur on September 13, 2025, as part of a broader Northeast tour that also includes Assam and Mizoram. While in Manipur, he is expected to address the fragile situation in the state and attend public events at Kangla Fort in Imphal and the Churachandpur Peace Ground.
In the run-up to his visit, the Central government and Kuki-Zo groups have achieved notable progress in negotiations. The Kuki-Zo Council (KZC) has agreed to allow free movement along National Highway-02, while a revised Suspension of Operations (SOO) agreement has been finalized. The deal includes key provisions such as respecting Manipur’s territorial integrity, relocating armed camps away from conflict zones, depositing weapons, and enhanced monitoring.
Meanwhile, 14 BJP MLAs recently convened in Imphal to discuss restoring a popular government in the state, a move widely seen as being timed with the Prime Minister’s arrival.
