The Coordinating Committee on Manipur Integrity (COCOMI) has condemned a bomb attack on a civilian residence in Saiton Nganukon, Manipur, that left villagers seriously injured.

January 5, 2026 — The Coordinating Committee on Manipur Integrity (COCOMI) has strongly condemned a bomb attack targeting civilians at Saiton Nganukon in Manipur in the early hours of Monday, calling it a grave act of terror and raising serious concerns over security failures and lack of accountability. Saiton Nganukon is a locality in Bishnupur district of Manipur, located in the Imphal Valley region.
According to COCOMI, the attack was carried out on a civilian residential house, leaving local villagers with serious injuries. The organisation described the incident as a deliberate assault on unarmed civilians and a violation of fundamental human rights, constitutional guarantees, and the rule of law.
In a press statement issued on January 5, COCOMI alleged that the attack reflects a recurring pattern of impunity enjoyed by armed groups operating in the region. It expressed alarm over what it termed the continued absence of effective preventive measures, timely response, credible investigations, or visible accountability by security forces and the state administration.
Despite prolonged deployment of security forces and repeated assurances of control, COCOMI claimed that armed groups continue to carry out attacks on civilians without fear of consequences, raising concerns about institutional failure and possible security complicity through negligence or inaction.
The organisation also questioned the lack of transparency surrounding the terror attack in Torbung on December 16, 2025. COCOMI noted that, even weeks after the incident, authorities have not released any official status report detailing the identity of the groups involved, progress of investigations, arrests made, or outcomes of security operations in the area.

“This sustained opacity undermines public trust and reinforces the perception that terror attacks against civilians are being selectively ignored or tolerated,” the statement said.
Holding the state administration and security apparatus responsible for failing to protect civilian lives, COCOMI warned that continued silence and inaction risk emboldening perpetrators and eroding public confidence in governance and the rule of law.
The organisation has demanded an immediate and time-bound investigation into the Saiton Nganukon bomb attack, public disclosure of findings, and accountability for both perpetrators and officials whose actions or omissions may have enabled the incident. It also called for an official status report on the Torbung attack and concrete action against armed groups, along with clear assurances of civilian safety in conflict-affected areas.
COCOMI said it stands in solidarity with the victims and their families.
